The Ministry of Finance announced that the recommendations of the Diwaniyah Order Committee regarding the salary scale will be submitted to the Council of Ministers, while clarifying that it is an executive body with responsibility for implementing laws and legislation issued by higher authorities.
In a statement received by Mawazine News, the Ministry reaffirmed its frank and clear approach towards respecting the financial rights of all segments of Iraqi society, especially the segment of employees, and it constantly seeks to guarantee their legitimate rights and meet their living needs in a decent manner, taking into account the economic conditions and fluctuations that the entire world is witnessing.”
She added, "It is no secret to anyone that the Ministry of Finance, as an executive body, has the responsibility of implementing laws and legislation issued by higher authorities, and therefore the employee salary scale file is not its exclusive responsibility, as the Diwani Order Committee No. 24 of 2022 includes a number of executive authorities." And the legislative and supervisory authorities and all relevant state institutions, confirming that they proposed to the Diwani Order Committee No. 24 of 2022, issuing reports to all ministries and entities not affiliated with the ministry and governorates, to obtain the necessary data or hosting the general directors of all administrative and financial departments for the same purpose
. “Over the past period, I have worked to provide the entities whose work is related to the salary scale file with all the data available to them, confirming through its representative in the committee that the ministry does not have a biometric system linking all spending units as far as its work is concerned, which includes approving the staffing of spending units that are exclusively centrally funded, until... The committee is provided with sufficient information for each employee to know what allowances he is receiving, which is the responsibility of the payroll departments affiliated with each spending unit.”
She continued, “Based on the Prime Minister’s directive to raise the allowances for the lower grades (eighth, ninth, and tenth) and give them lump-sum allowances of 50% of the nominal salary, and in accordance with what was stated in Cabinet Resolution No. 23600 of 2023, she requested, in accordance with her letter No. 91111 on October 26, 2023, Providing all ministries with tables containing the numbers of employees within the tenth, ninth, and eighth job grades (central and self-employed), including profitable and losing companies, who do not receive any additional allowances other than the certificate or the profession, in addition to providing them with the financial costs resulting from increasing the amount of allocations granted to the aforementioned grades, signed by The Director of Auditing, the Director of Accounts, the Director of the Financial Department, the Head of the Department, and the approval of the competent minister, and that this decision taken by the government is to protect low-income groups within the salary schedule No. 22 of 2008 as a first stage and until the committee finishes its work and submits its recommendations to the Council of Ministers.”
