    10 Iraqi regions in Baghdad and the governorates are preparing to launch the “electronic collection” project, in a trend that aims to pursue more than 3 trillion dinars annually, from which the Ministry of Electricity only receives less than one trillion dinars annually, in a process that leads to a continuous depletion of electrical energy in Iraq.

    The Parliamentary Energy Committee, in the words of committee member Ahmed Rashid Al-Salmani, said that the strategic plan that was discussed with the Minister of Electricity and the advanced staff is to activate the issue of electronic collection, noting that equipping areas with continuous electricity for 24 hours will motivate the citizen to pay for the electricity he consumed and the possibility of rationalization after a short period of time. Time.

    Al-Salmani added that the ministry chose reputable companies that have experience in the field of electronic collection under the conditions of the Iraqi side, in addition to replicating the experiences of countries in this field, including the Egyptian experience, indicating that the government and the ministry took into consideration those with limited incomes whose consumption does not exceed 15 amperes by providing the service at subsidized prices.

    He stated that the 10,000 megawatts that citizens consume will be transferred to increase processing hours, stressing that he is awaiting the approval of the Presidency of the Council of Ministers to implement electronic collection experimentally in a number of areas of Baghdad and the governorates, and then circulate it after a period of time to all regions.

    He explained that private generators cost the state budget billions of dinars. Many electrical stations could have been built with the sums that were given to them, in addition to the presence of many suspicions regarding the work of their owners, such as selling the kerosene that is distributed to them, so that their profits are imaginary compared to what they provide to the citizens.

    *Reading the story... What will happen?
    Al-Sumaria News provides a reading of what will happen. What the ministry aims to achieve and how it will affect annual electricity spending.

    First, the electronic collection process will begin to be implemented in 10 regions in Baghdad and the governorates as a first batch before the experiment is circulated to all regions and governorates of Iraq.

    Iraq spends more than 10 trillion dinars annually on the production and import of electrical energy. On the other hand, the collection price is basically a very small number, in addition to the fact that it is not paid at all despite the cheap pricing. For example, even if the electricity collection is fully collected by all consumers. Electricity revenues will be more than 3 trillion dinars only, while some estimates reach 5 trillion dinars depending on the amount of electricity produced and supplied to citizens, even though it spends more than 10 trillion dinars annually, which means that the state treasury will lose more than 7 trillion dinars on providing electricity without return. .

    Despite the small amount imposed by the simple tariff specified for collecting electricity, the Ministry of Electricity confirms that 55% of this energy is considered waste, and most of it is not technical waste, but rather the largest part of it is administrative waste, that is, the Ministry provides it but does not know who uses it and how due to the absence of meters. Among them are agricultural and fundamentalist areas that do not have what is known as an electrical budget.

    On the other hand, of the remaining 45% of the electricity sold, the Ministry regularly receives money for only 25%, and the remaining 20% accumulates as debts on the homes that will not be paid until after the home is sold, so the homeowner is forced to pay the accumulated debts at that time.

    In sum, to know how much Iraq gets from collecting electricity annually and how much it loses, in 2021 Iraq saved more than 114 thousand gigawatts (more than 114 million megawatts), whether through local production or imported electricity, of which it sold only more than 53 gigawatts, and lost Of which more than 60 gigawatts.

    *Iraq is the ninth cheapest country in terms of electricity prices
    . According to the Global Petroleum Price website, the average price of one kilowatt in Iraq is 0.015 for homes, while it is 0.046 per kilowatt for shops, making it ranked ninth as the cheapest country in terms of electricity prices.

    Since the largest percentage of consumption is domestic, the average price of one kilowatt is $0.02, which means $20 per megawatt, while electricity production in 2021 reached more than 114 thousand gigawatts. This means that Iraq must collect 2.3 billion. Dollars annually from collections, but electricity receives only a third of this amount, i.e. approximately 650 million dollars (less than a trillion Iraqi dinars), while more than 10 to 15 trillion dinars are spent on electricity annually.

    * Levies will reduce consumption.
    In addition to the fact that Iraq will be able to recover 3 trillion dinars annually out of what it spends, amounting to more than 10 trillion dinars annually on electricity, meaning that it will reduce the cost to it by 30%, in addition to that, it will have a unique experience to prevent electricity consumption completely. exaggerated.

    According to the leaders of “Everything is free, there will be no limits,” the demand for and consumption of electricity annually in Iraq is increasing steadily without any control limit, due to free electricity and its cheap price. If taxation is implemented, experts expect that demand and consumption will decrease by 25%. This means that instead of the estimates that indicate that Iraq needs 35 thousand megawatts to completely solve the electricity crisis and enjoy 24 hours of electricity, Iraq’s total need for electricity will reach 25 thousand megawatts at best, and this means that the current production of electricity in Iraq will completely solve the problem without... The need for any new electrical projects, as citizens will be careful not to consume more than they need and not to waste electricity.
