    But after the first round of elections was held, in which Shaalan Al-Karim’s candidate received more than 150 votes, compared to more than 90 votes for Salem Al-Issawi, and the rest of the votes were distributed among the other candidates, at a time when the matter requires the candidate to obtain 165 votes, “an absolute majority.” To be able to obtain the position of Speaker of Parliament, which requires holding a second round of voting between the candidates who received the most votes.



    However, the disagreements that arose between the political forces, especially the coordination framework over the candidate Shaalan Al-Karim, led to the session being adjourned until further notice, and the second round of voting not being held.

    But the first round seems to have become a “legal impasse” for the political forces that cannot be eliminated, as constitutionally the second round must be held between the candidates who received the highest votes, especially with no progress towards withdrawing their honorable candidate. On the other hand, some political forces refuse to proceed with the same process in a round. A second time with the same nominated names, which may lead to amending the bylaws of Parliament just to cancel the results of the first round.

    In this regard, Representative Raed Al-Maliki, a member of the Parliamentary Legal Committee, confirmed in an interview with Al-Sumaria News, that “the matter awaits a decision before the Federal Supreme Court regarding the constitutionality of the session and the first round of voting on the new Speaker of Parliament,” indicating that “the session was constitutional in my opinion and was not similar to anything.” .

    He explained, "If the matter requires opening the door for nominations again to replace some personalities, and despite a previous opinion of the Federal Court in this regard, it is possible to amend the bylaws of Parliament and reorganize the process of electing the president."

    Al-Maliki suggested that “Parliament sessions will resume to carry out legislative and oversight work next Tuesday,” stressing “the necessity of not disrupting Parliament’s work due to the absence of a Speaker of the Council, and this is what the Federal Court confirmed in its recent decision in this regard.”
