3 governors succeeded in winning a new term despite the existence of high-level coordination between the "coordinating framework" parties to change these governors. Observers attributed the success of the three governors to the change in political rules that dominated the scene in recent years.
The governors were changed in all the governorates in which the elections took place on December 18, with the exception of Nineveh and Kirkuk due to political differences, and Basra, Holy Karbala and Wasit due to the renewal of their governors.
The following: Asaad Al-Eidani, Governor of Basra, Nassif Al-Khattabi, Governor of Holy Karbala, and Muhammad Al-Mayahi, Governor of Wasit; On the support of the majority of their governorate councils, away from the traditional parties that have controlled the distribution of positions since 2005, the date of the first local elections.
The academic and observer of political affairs, Dr. Ghaleb Al-Daami, in an interview with Al-Sabah, said, “The will of the traditional parties was broken, and the conservatives who obtained the majority of votes were passed.” He added that “the will of these parties was broken despite their pledge to change these conservatives democratically, through coordination between them on Governorate level
.
He continued: “The conservatives were able to succeed on the ground and win the votes of the majority of members of the provincial council from other than their blocs, which is the opposite of what many expected, including the traditional parties.” He considered that “the renewal of the three governors is a victory for the popular will, and it must be respected.”
The three governors enjoyed popular support that enabled them to control more than 50 percent of the seats allocated to each council. They were even able to influence the traditional blocs and win over a number of their members to their advantage.
The researcher described the political affairs, Dr. Saif Al-Badri explained what happened in the “earthquake”, attributing the reason to the policy of mutual exclusion pursued by the traditional parties.
Al-Badri told “Al-Sabah”: “The renewal of the three governors is considered a political earthquake because it entered into the equation of mutual exclusion in the southern governorates between the leaders of the traditional political parties,” and added that “this reinforces the hypothesis of the lack of cohesion of the traditional forces, in addition to the entry of some governors into the leadership equation that "The hawks of the political process will compete in the upcoming parliamentary elections."
He added, "This is an indication of the emergence of new, unconventional leaders, raising fear of the traditional powers," expecting that "the influence of the old leaders will end as soon as the new leaders rise, because they will lose their political and vocal weight, in addition to the regional influence equation," pointing to "a shift in the equation."
