Shafaq News/ Turkish President Recep Tayyip Erdogan is expected to visit Iraq during the month of April, during which he will discuss a number of topics, most notably the establishment of a safe zone between Iraq and Turkey.
Turkish sources said that Erdogan will visit Baghdad on April 22, after his last visit 12 years ago.
During Erdogan's visit to Iraq, which has been actively prepared over the past weeks, a package of agreements and memorandums of understanding will be signed, including a memorandum for cooperation in the field of combating terrorism.
    Erdogan's visit date
An Iraqi government official confirmed to Shafaq News Agency, "The date of Erdogan's visit will be on April 22, and the upcoming discussions are important for both countries."
The second round of high-level security meetings took place with the participation of the foreign and defense ministers, heads of intelligence services, and other officials from Turkey and Iraq, in Baghdad on March 13, in preparation for Erdogan’s visit.
This round resulted in an agreement to establish joint permanent committees working in the field of combating terrorism and enhancing cooperation in the sectors of trade, agriculture, energy, water, health, and transportation.
The first round was held on December 19 in Ankara, which was followed by mutual visits by the ministers of foreign affairs, defense, intelligence, and security officials of the two countries, in addition to visits by Turkish officials to Erbil.
Turkey is planning to launch a large-scale military operation to eliminate the presence of the "Kurdistan Workers' Party" in the Kurdistan Region of Iraq in cooperation with Baghdad, which linked its participation in these efforts to cooperation in the energy, water, and transportation files, in addition to the development road project, which was welcomed by Ankara.
Through this operation, Turkey seeks to establish a buffer zone on its southern borders at a depth of 30 to 40 kilometers inside Iraqi territory, to eliminate the threats of the Kurdistan Workers’ Party from the Kurdistan Region, and to sever its connection with the Kurdish People’s Protection Units, the largest component of the Syrian Democratic Forces. “(SDF) supported by the United States in the framework of the war against ISIS, in northern Syria, in cooperation with Baghdad.
President Recep Tayyip Erdogan said last March that the establishment of a “security belt” 30-40 kilometers deep in northern Iraq will be completed by next summer, while continuing the measures being taken to complete the safe zone in northern Syria.
Last month, Turkish Foreign Minister Hakan Fidan announced for the first time Erdogan's upcoming visit to Iraq, saying that it would take place in April, without specifying an exact date, speaking about the formulation of agreements within a specific framework until this visit.
Following his return from Baghdad last month, Fidan said that the framework agreement, which is being worked on, is an agreement that includes regional cooperation, not only in the field of security, but also in a wide range of fields, including energy, water, agriculture, and the operation of border gates. .
He pointed out that Iran can participate in joint development projects between Türkiye and Iraq as well.
Fidan stressed that security is one of the pillars of the framework agreement that efforts are being made to sign during Erdogan's visit, and "there will be a memorandum of understanding in this field."
He stated, "There is intelligence cooperation between Iraq and Turkey, and there are areas of cooperation with Baghdad and Erbil centered around security and combating terrorism."
In turn, Zeki Akturk, media and public relations advisor at the Turkish Ministry of Defense, said last week that Baghdad showed a positive trend regarding establishing a joint operations center with Turkey aimed at coordinating operations against the Kurdistan Workers' Party.
Sources in the Turkish Ministry of Defense confirmed that there is an agreement between Ankara and Baghdad to establish a safe zone on the border at a depth of 30 to 40 kilometers in northern Iraq by the summer, as President Erdogan previously announced.
The role of the Turkmen in strengthening relations
In this regard, the head of the Iraqi Turkmen Front, Hassan Turan, told Shafaq News Agency, “The Turkish president’s visit is important for developing and improving relations between the two countries and the Turkmen are a bridge between Baghdad and Istanbul to improve these relations between the two neighbors.”
    Intelligence war and systematic targeting
Sabah Mahmoud, an analyst and specialist in Iraq and Turkey affairs, told Shafaq News Agency, “There is an intelligence and intelligence war between Turkey and the Kurdistan Workers’ Party, where Turkey periodically targets members of the party in the areas of the Kurdistan Region of Iraq, and uses drones to target the workers’ positions.”
He stressed that "this year, Turkish attacks on PKK sites and targets increased, as it was able to carry out about 14 important targets for the party's members, who are its first-ranking leaders."
He continued, "The party has succeeded in recruiting the people of the areas where it is deployed, especially in the Sinjar areas in Nineveh. It also has arms and loyalists in the Kirkuk and Diyala governorates, and it can move, and in this context, to target whomever it wants and strike at any time and place," according to the analyst's claim.
    Türkiye's violation of Iraq's sovereignty
Kurdish academic Sherzad Khalil told Shafaq News Agency, “The Turkish air strikes on the Kurdistan Region are a violation of sovereignty in accordance with the constitution, which obligates Iraq to preserve the integrity, sovereignty and dignity of the country.”
He points out that "the Constitution also stipulates that Iraqi lands should not be used as a corridor or launching pad for attacks on neighboring countries, but the Iraqi government did not work to the level of the constitutional and legal texts."
Regarding the presence of the PKK in Sinjar, Khalil states that “the Kurdistan Regional Government has repeatedly called on the Kurdistan Workers’ Party and those loyal to it to leave Sinjar and not give a pretext for the Turkish raids. The federal government has the responsibility to protect the land and sky of Kurdistan, and the government is obligated according to the constitution not to allow the groups.” Armed forces may launch attacks on neighboring countries, while at the same time not allowing neighboring countries to attack their territories.”
