National Security Advisor Qasim Al-Araji considered Turkish President Recep Tayyip Erdogan’s upcoming visit to Iraq this month as a qualitative shift in the field of relations between the two countries, while security expert Fadel Abu Ragheef confirmed that discussions of water, security and energy will be the top priorities in this visit.
Al-Araji told Al-Sabah: “Erdogan’s visit will conclude with the signing of important memorandums of understanding within the framework of the strategic relationship, partnership, transportation, energy, security, economy, and cooperation of businessmen in the two countries.”
He added, “Prime Minister Muhammad Shia al-Sudani gave great importance to the water file, and there is a higher committee between Iraq and Turkey to discuss this file,” noting that “The Islamic Republic of Iran demands that Iraq activate the 1975 agreement, which is considered mature and good, and includes Appendix C, which deals with water quotas.” Between the two countries".
He explained that "Erdogan's visit to Iraq will be a qualitative leap in the level of the relationship, understanding and cooperation between the two countries, especially since Iraq is keen to end the causes of the dispute, including resolving the issue of the armed groups that are attacking both countries equally, which the Iraqi constitution rejects in its entirety," noting that “Elements of these groups must lay down their arms and end this situation as quickly as possible,” he stressed, “Iraq seeks sustainable political and societal stability, which gives the government ample space to implement its plans.” According to Turkish media, citing political sources in Ankara, Turkish President Recep Tayyip Erdogan is scheduled to make a visit to Baghdad in the last week of this April, which is the first visit by Erdogan in 12 years.
For his part, security expert Fadel Abu Ragheef said: The visit will witness many agreements that were concluded in the past and were not followed up at the time in the water, energy and security sectors. Abu Ragheef added, in an interview with “Al-Sabah,” that “security is the common denominator, the greatest concern, and the key to the relationship between Iraq and Turkey, especially the issue of PKK fighters.”
He explained that "the issue of water is at the forefront and the common factor between the two countries is that they are riparian, and Turkey is one of the upstream countries," noting that "National Security Advisor Qasim Al-Araji had a previous role in paving the way and institutionalizing these agreements."
Abu Ragheef explained that “Prime Minister Muhammad Shiaa Al-Sudani is determined to provide all the necessary facilities to fan the flame of these agreements,” noting that “the issues of transport and energy are almost at the forefront, but the adjacent borders between Iraq and Turkey allow the latter to transfer energy smoothly,” and pointed out “The discussions will address the large development road project, railway connectivity and land transport.”
