The Deputy Chairman of the Legal Committee, Murtada Al-Saadi, said that the general amnesty law was discussed within the committee and an extensive report was prepared on it, noting the agreement to submit it to the Parliament Presidency for presentation for a second reading, according to the official Al-Sabah newspaper.

He explained that the law does not contain many details currently, because the committee will begin receiving the deputies' comments on the law after completing the reading of the report in the session, adding that the details regarding this law need time, but the legal committee has completed what it needs to accomplish.

For his part, member of the House of Representatives, Diaa Al-Hindi, stated that the general amnesty law is awaiting a second reading, and the current controversy is related to the definition issue, as there is a chapter on it, stressing that the controversy does not concern those covered by the amnesty, because this aspect of the law is settled.

According to parliamentary sources, the Sunni blocs submitted an objection to the convening of the Iraqi parliament session scheduled for yesterday, Tuesday, and refused to enter the council hall in protest against the failure to include the general amnesty law on the council's agenda.

It is noteworthy that the council's presidency postponed yesterday's session to a later date due to the lack of a legal quorum for the session to convene, and the Sunni blocs agreed with the parliament's presidency to include the second reading of the general amnesty law on the agenda of the next session.

For eight years, the general amnesty law has remained a subject of dispute and interest among the active political parties throughout successive governments, which have always postponed it during parliamentary sessions due to the lack of consensus on it.
The government program, according to Sunni MPs, includes issuing a general amnesty law and security checks in their provinces, and canceling or suspending bodies that were a source of concern and crisis for them.

It is worth noting that Iraq has enacted more than one amnesty law in recent years, including the General Amnesty Law of 2016, but objections to the law remain, because there are many who were classified as terrorists whose confessions were extracted by force during investigation, according to political forces.
