Ten months have passed and the seat of the Speaker of the House of Representatives has been without a genuine speaker, and dozens of sessions have been held and the Sunni blocs that see themselves as the most deserving of the position have not reached a unified decision to choose the new speaker. Representative Hamed Ahmed Al-Qaraghouli said in a television interview followed by Noon News Agency, "The Sunni majority were able to collect (55) signatures and agree to nominate Representative Ziad Al-Janabi for the position of Speaker of the House of Representatives, and the choice of the Sunni majority to nominate the Speaker of the House of Representatives is a legitimate right, but the choice collided with the obstruction of the other Sunni blocs, through their attempt to present Mahmoud Al-Mashhadani or Salem Al-Issawi for the presidency of the council, supported by parties in the Coordination Framework."
Al-Qaraghouli added, "The former Speaker of Parliament, Mohammed al-Halbousi, gave the Coordination Framework logical options, and gave them the choice of granting them the presidency of the council in exchange for granting him his right according to the points and electoral entitlement, or granting him the presidency, and I will grant you a ministry."
For his part, MP Ali Saadoun Al-Lami explained, in a television interview followed by Noon News Agency, that “one of the options proposed by Halbousi is to choose the Speaker of Parliament from one of the deputies of his bloc, which consists of 45 deputies, and he even gives up his ministry (Culture). In a recent session attended by Khamis Al-Khanjar and the leaders of the Coordination Framework, he proposed to the Sovereignty Bloc to nominate (3) names for the presidency in exchange for granting him a ministry, and the leaders of the framework announced their approval of the proposal, and on the second day the proposal was cancelled.”
Since the Federal Supreme Court issued a decision on November 14, 2023 to terminate the membership of Parliament Speaker Mohammed al-Halbousi on charges of “forgery” filed by MP Laith al-Dulaimi, the Parliament has been unable to elect a new speaker due to disagreements between Sunni blocs, as the “Progress” bloc led by al-Halbousi insists on the position, while the “Sovereignty” bloc led by Khamis al-Khanjar and other Sunni blocs consider the position a right for the Sunni component as a whole.
Voting for the Speaker of the House of Representatives requires a quorum of half plus one of the number of seats in parliament, which the Sunni forces do not have, as the number is 166 MPs, and the Progress Party, which holds the majority of Sunni seats, only has about 35 seats.
On May 18, the House of Representatives failed to choose a new speaker after failing to hold a “decisive” third round to tip the balance in favor of one of the candidates, MP Salem al-Issawi of the Sovereignty Party, and Mahmoud al-Mashhadani, who is supported by the Progress Party.
The voting witnessed a fierce competition between MPs Salem Al-Issawi and Mahmoud Al-Mashhadani, as the former received 158 votes, while the latter received 137 votes. MP Amer Abdul-Jabbar also received 3 votes, while the invalid votes amounted to 13 votes. 311 MPs (out of a total of 329) cast their votes in the first round, which began at 4:00 pm Baghdad time.
However, the third round did not see the light of day due to a quarrel between the representatives that developed into a fistfight, as the representatives’ phones documented a verbal altercation and fistfight between representatives from Progress and colleagues from other blocs over the election of a parliament speaker.
