    The report indicated the lack of cooperation of departments in the matter of withholding salaries of guarantors of defaulting borrowers, and the refusal of a number of departments of the Ministry of Interior to withhold, on the pretext that it is not permissible except by virtue of a judicial order, which reduces the capital allocated for loans, noting that the Social Protection Law did not include a text imposing deterrent penalties on those who violate the system, or stipulate the recovery of the funds that are violated and are sometimes paid in installments, which encouraged the violation to obtain protection salaries.
