    The report indicated the lack of cooperation of departments in the matter of withholding salaries of guarantors of defaulting borrowers, and the refusal of a number of departments of the Ministry of Interior to withhold, on the pretext that it is not permissible except by virtue of a judicial order, which reduces the capital allocated for loans, noting that the Social Protection Law did not include a text imposing deterrent penalties on those who violate the system, or stipulate the recovery of the funds that are violated and are sometimes paid in installments, which encouraged the violation to obtain protection salaries.

    It diagnosed the delay in completing transactions, due to following routine procedures and mechanisms in correspondence between the departments of the Protection Department and other institutions; and the lack of electronic reading devices (barcode), which leads to the loss of the reviewer's right to priority in submitting, in addition to the complaints of some reviewers; Because they are exposed to blackmail in exchange for promising to complete the procedures for their inclusion in the social protection system, pointing out the need for all ministries and entities not affiliated with a ministry to quickly respond to the letters addressed to them.
