    the Iraqi Parliament Vice-President Dr. Saleh El Hasnaoui was
    optimistic of achieving each sovereignty Iraq despite huge item VII
    which is exit imminent through most of Iraqi obligations met towards the
    State of Kuwait that record their presence and participation in the
    ceremony commemorating the forty-day visit after more than 50,000
    visitors URS to Iraq, reflecting the depth of the historical
    relationship between the two countries to end the outstanding files "

    various Arabic and foreign States to participate in religious events in
    the country throughout the year and has become so evident in the
    presence of delegations from Kuwait, Iran, Saudi Arabia, Lebanon,
    Bahrain-Pakistan-Sweden-Germany-Russia-India-Afghanistan, African and
    other countries to commemorate the visit 40 Imam Hussein (peace be upon
    him) having said in the holy shrines to the participation of 130 a
    parade of Arab and foreign countries"

    player not only in the region but in the world as well, necessitating
    that takes its leadership role and focus more broadly and to preserve
    their achievements in national sovereignty through out the UN
    trusteeship and the Iraqi will remain in critical issues which the
    country was led from his people and rejects outside interference in its
    affairs and respect of peoples seeking self-determination of peoples to
    live in freedom and dignity protected.

    They said, "Iraqi Vice-President" and the article say,. "Iraqi Parliament Vice-President Dr. Saleh El Hasnaoui", so is there a difference? If not, why couldn't he of signed on the 18th when Talabani went ill if, the UNSC was ready or, does the constitution stipulate only the President if ALIVE?
