The Requirements of Economic Reforms in Iraq

This article questions whether the government’s attempt to reform the economy is going to be successful.
To achieve that end, it discusses why some countries that used identical polices are successful in reforming their economy while others are not.
Using experiences of East Asian*countries and others, the article looks at:
- firstly, the government’s will to reform;
- secondly, reforming legislation and procedure; and,
- thirdly, the rule of law.
The article concludes that Iraq is unlikely to enjoy the fruits of the reform without improving status of rule of law through collective work of its citizens, government and civil societies.
