    Revealed the Kuwaiti ambassador to Iraq to the insured during a meeting with Foreign Ministry agent for Policy Planning and bilateral relations, however, Abawi an intention to Kuwaiti Prime Minister to visit Iraq soon.

    This is a good start as MOU's are used for "2 parties/countries" to work together in making formal contract/agreement's which will show the UNSC that both Iraq/Kuwait are working on "normalizing" their relationship.

    A memorandum of understanding (MOU) may be used as a confirmation of agreed upon terms when an oral agreement has not been reduced to a formal contract. It may also be a contract used to set forth the basic principles and guidelines under which the parties will work together to accomplish their goals.

    remember the 3 option's the SG report gave to the UNSC, http://www.un.org/ga/search/view_doc.asp?symbol=S/2012/931 cause as of right now there is no acting high-level cordinator

    lets hope this MOU leads to a formal contract eliminating the need for the "high-level" mandate and letting UNAMI be the overseer ending chapter 7 resolution 1284 missing person's/property http://www.un.org/ga/search/view_doc.asp?symbol=S/RES/1284(1999) as this will continue for years to come, along with resolving chapter 7 resolution 833 border/marintime http://www.un.org/ga/search/view_doc.asp?symbol=S/RES/833(1993) through formal contracts reasuring the UNSC that both countries will continue maintain the borders between them.
