US National Security officials told senators that the collapse of the Caliphate, announced by a sympathetic organization, has not diminished the terrorist organization's ability to inspire attacks on Western targets through the Internet.
"The organization has built its foreign operations over the past two years and has claimed responsibility or been linked to at least 20 attacks on Western interests since they were second," said Laura Xiao, acting director of intelligence at the National Counterterrorism Center.
"Unfortunately, we do not expect the loss of a grassroots organization to translate into a similar decline in its ability to be inspired by attacks," she told a Senate panel on Wednesday.
"The organization's ability to reach sympathizers around the world with strong potential through social media is unprecedented and allows it to connect with large numbers of local extremists who pursue violence," she said.
"Coalition estimates indicate that less than 3,000 of the organization's fighters are still in Iraq and Syria," the US-led coalition said in a statement.
But Acting Assistant Secretary of Defense for Special Operations Mark Mitchell said, "However, the elimination of the material caliphate does not represent the end of an advocacy organization or other global terrorist groups."
"With the loss of land organization, its reliance on virtual means of communication will continue to inspire attacks."
Senators asked security officials about US efforts to combat the recruitment of potential extremists via the Internet.
"This is the new caliphate - in cyberspace," said Republican chairman of the House Committee on Homeland Security and Cabinet Affairs, Ron Johnson.
Sessions of the session spoke of a growing threat, including the ability of an organization to advocate for an amendment to its speech after losing land to portray the conflict as a long-term process.
