Alexander Novak, quoted by Reuters news agency, said on Monday that any withdrawal from the OPEC agreement should be gradual.
Opec producers, members of the Organization of Petroleum Exporting Countries (OPEC) and beyond, are committed by Russia to cut output to 1.8 million bpd by the end of 2018.
In previous statements to Novak, he revealed that his country is not planning to withdraw from the OPEC agreement, adding that they are waiting for the balance between supply and demand in the first place.
Investors are waiting for OPEC's next meeting, scheduled for mid-year to review the cut-off agreement.
Saudi Energy Minister Khalid al-Faleh confirmed last week that OPEC members should continue to coordinate with Russia and other oil producers outside the Organization on oil supply in 2019.
By 7:41 pm GMT, Brent crude was down 0.6% at $ 70.05 a barrel.
