    Iraq's 38 cities, districts and governorates have suffered extensive damage as a result of the battles that followed the liberation of militants from the Da'ash organization, which invaded Iraq in mid-2014, from Syrian territory and exploited the protests carried out by Arab tribes in northern and western Iraq against the sectarian politics of the former prime minister Nouri al-Maliki.
    The Iraqi parliament listed 21 of these cities as areas of disaster at different periods of this year and the end of last year, cities that exceeded the destruction of more than 60 per cent and included infrastructure, services and property, in addition to the recording of heavy civilian casualties.
    The most prominent of these cities are Mosul, Tall Afar, Falluja, Tikrit, Ramadi, Hit, Madinah, northeast of Diyala, Baiji, Ba'ja ', Qayyara, Hawija, Qaim, Rata, Jorf al-Sakhr, Yathrib and other cities and towns.
    So far, the Iraqi government has not begun reconstruction or rehabilitation in liberated cities, except for the removal of rubble and the dismantling of mines and explosives left behind by the populace. The population is still suffering from the collapse of important sectors in infrastructure such as electricity, water, communications, roads, bridges, health and education, The spread of diseases and epidemics and the high rates of poverty and unemployment as a result of the destruction of factories, workshops and commercial interests in those cities.
    According to the same official, the Kuwait Conference on Donors for Iraq "has not achieved a few results, and the States that have announced their donation has not delivered Iraq $ one so far, despite the urgent need to expedite the relief of the population in those areas," explaining that "work is currently limited to international organizations and others As well as the efforts of Arab charitable organizations, such as Kuwait and Qatar, which have helped the government to provide drinking water and various assistance, as well as local organizations operating within the very simple possibilities in the framework of self-initiatives, as well as traders and facilitators of the population of these cities also help, But this touch "Nothing can achieve anything on the ground," he said.
    The official revealed that "the government will grant large concessions to the local companies that take the initiative in helping the people of these cities and help them, within the framework of governmental treatment, including that Abadi will not oppose the visit of members of provincial councils or governors and local officials to Arab or foreign countries and door methods Organizations, to mobilize support and assistance in the reconstruction of cities, and even welcomes such steps by the governments of those provinces.
    He added that "the Prime Minister hinted to this in more than a meeting with officials from those provinces, which is understood to be a green light to contribute to the Iraqi public movement to collect assistance for reconstruction."
