    According to economists, "disguised unemployment" is a term that reflects a group of workers who receive wages or salaries without having a real need for their work, indicating that it is a case of secondary work that does not provide adequate livelihood, or a few individuals They work together in a job that can be performed by one or two individuals.
    One of the disadvantages of disguised unemployment is the low level of productivity of workers and the low efficiency of workers, as well as the low profit of the institutions operating them, and the inability to increase the incomes of workers and the decline of morale and brain drain and the spread of employment favoritism rather than efficiency, and the spread of corruption.
    The experts recommend, among other things, to eliminate the phenomenon of disguised unemployment, including conducting a field survey that includes public sector institutions and government agencies to determine the rate of disguised unemployment in the public sector and evaluate the impact of unemployment on the performance of institutions and the national economy. To the elimination of favoritism and administrative corruption, as well as the amendment of some texts of the private sector, which gives confidence to the competencies and competencies to work with the private sector to ease the burden of securing jobs from the public sector.
    Experts are encouraged to encourage small and medium enterprises and to provide psychological, financial, social and administrative support to them by governments.
    The Ministry of Labor and Social Affairs announced that the responsibility to eliminate the phenomenon of disguised unemployment lies with all ministries and institutions of the state, calling for the elimination of this phenomenon in all government institutions.

    He added that "the ministry is working to encourage private sector employees through income-generating projects, where the government allocated 5 trillion dinars to private banks for the purpose of converting them to these projects, and the ministry in turn demanded the allocation of 200 billion dinars to support the Fund's lending to the ministry, Strategic loans for poverty alleviation and the ministry needs funds to activate them. "
    "The need for markets for the promotion of products for small entrepreneurs as well as the introduction of development courses to achieve economic feasibility and marketing of manufactured products."
    He pointed out that "the issue of activating small enterprises to support the private sector and the development of the economic environment and the operation of manpower is not implemented through small projects and loans only, but it requires a campaign to carry out reforms for the Iraqi economy."
