    Jihad said that «the oil ministry was surprised by the presence of the Declaration of tender in the Kurdistan region to export oil through a company called (Como) and already have been exporting large quantities of oil, which is inconsistent with the Constitution and Conventions», revealing «the existence of an agreement between Iraq and Turkey, dating back to 1976 based on the consent of the Turks on the steps of the sovereign Iraqi oil exports, and finally got it is an extension of that agreement ».

    He continued jihad that «the government instructed the Ministry of Finance, according to the law of the financial budget, which provides for the deduction of damage percentage share of the party offending, and thus it will be deducting the quantity of 400 thousand barrels of the share of the Kurdistan region of the budget for while delivering revenue to the central government», considering that «Turkey's insistence on the lack of respect for procedures and contexts and sovereign Iraqi laws to be working on the division of Iraq, noting that all the decisions and actions of Iraq but they are international procedures adopted by all countries in the world in the context of the unification of their national income».
