Nearly a year after the Iraqi legislative elections in May 2018, the parliament is in a state of division due to disagreements over key issues, while Adel Abdul Mahdi's government is still incomplete due to the absence of four ministries: defense, interior and justice And education.
On Thursday, parliament was subjected to a violent earthquake as a result of chaos and withdrawals from a session scheduled to witness the vote on the dissolution of the Nineveh provincial council on charges of corruption caused by the sinking of a ferry in Mosul in March that killed more than 200 people. As well as the removal of Governor Nawfal Alakoub.
Some deputies objected, after the decision of the Presidency of the parliament to postpone the vote, and withdrew the block, "Saunun" backed by the leader of the Sadrist movement Moqtada al-Sadr.
And attacked the head of the block, "Saron" Hassan Aqoli, Speaker of Parliament Mohammed Halbusi, stressing, at a press conference held in Baghdad, that the management of parliamentary sessions "there are very serious legal irregularities, and there is evidence of that."
He said that "the vote on some of the ministers were in spite of a defect in the quorum," adding that "the mechanism of calculating the members of parliament attending the meetings, a number of irregularities."
"We swear that there are things that passed without a sufficient number, and there are several appeals in similar cases," he said, adding that "the laws are voted upon as soon as the Presidency of the Parliament has been approved."
The Saarun alliance had issued the results of the May 2018 elections with 54 seats out of 329, followed by the Fath Alliance with 47 seats and then the Al-Nasr coalition led by former Prime Minister Haider al-Abadi.
Parliamentary sources confirmed on Friday that "the controversial issues are multiple, primarily the issue of removing US forces from Iraq, the request to lift the immunity of some MPs, and calls for questioning Ministers accused of corruption, non-compliance of deputies to attend meetings, as well as disagreement on a number of draft laws.
Last month, dozens of deputies submitted a request to the presidency of the parliament, lifting the immunity of MP Faiq Sheikh Ali; against some of his statements, which accused him of glorifying the former Iraqi regime (Saddam Hussein), and the abuse of current politicians.
For his part, Sheikh Ali said immunity could not be lifted because of the absence of a parliamentary majority. He said in a televised interview that there had been 38 previous parliamentary requests to lift the immunity of MPs, but none had been waived.
Government Crisis In
parallel, the crisis of vacant ministries in the Iraqi government continues, due to differences over the names of candidates to take over the remaining four ministries, in the absence of any solutions on the horizon.
A source close to the dialogues of the political blocs, "The conversations that we heard, during the last period, the existence of convergence is inaccurate, stressing that" the differences are very deep on the remaining ministries, especially the Ministries of Defense and Interior. "
The member of the House of Representatives Ahmed Kanani, , That "the dispute over the vacant ministries is still ongoing," noting that "the prime minister wants to pass the four remaining ministries in one basket."
