    The Higher Committee for Higher Education and Scientific Research proposed amendments to the Law on Civil Education and Urban Planning and the operation of higher education holders. 

    Committee member Inas Al-Makusi said in a press statement: "The Committee addressed the Finance Committee to allocate sufficient grades for the appointment of holders [url=https://www.thebaghdadpost.com/ar/Story/t/12403/%D8%A7%D9%84%D8%B4%D9%87%D8%A7%D8%AF%D8%A7%D8%AA %D8%A7%D9%84%D8%B9%D9%84%D9%8A%D8%A7]of higher degrees[/url] in the budget next year." 

    "Some ministries have applied law 59 to give priority to the holders [url=https://www.thebaghdadpost.com/ar/Story/t/12403/%D8%A7%D9%84%D8%B4%D9%87%D8%A7%D8%AF%D8%A7%D8%AA %D8%A7%D9%84%D8%B9%D9%84%D9%8A%D8%A7]of higher degrees[/url] , while the law has not been applied in other ministries or departments belonging to them," she said. 

    "Law 59 refers to the allocation of 15 percent, and the proposal to amend it to 35 percent through a special channel committed by all the departments of the State with emphasis on the entry [url=https://www.thebaghdadpost.com/ar/Story/t/12403/%D8%A7%D9%84%D8%B4%D9%87%D8%A7%D8%AF%D8%A7%D8%AA %D8%A7%D9%84%D8%B9%D9%84%D9%8A%D8%A7]of high school graduates[/url] in competition with the bachelor campaign within this channel."
