    Tariq Harb told Al-Furat News that "the election law gave the commission the authority to cancel the elections abroad," ruling out that "this affects the results of the polls, since the participation rate in all the past elections was low, as well as streamlining expenditures."
    He added, "The last general elections in 2018 and in the elections abroad were subjected to fraud."
    The Board of Commissioners of the Electoral Commission had decided not to hold elections for Iraqis abroad in the early parliamentary elections scheduled for October 10.
    The commission attributed the decision to facing "several technical, financial, legal and health obstacles, the most important of which is that completing the process of registering Iraqi voters abroad by metric in all its stages needs approximately (160) days in ideal circumstances, while the remaining period is (40 days) only."
    She added in a statement, "The Ministry of Foreign Affairs also apologized for conducting the registration and voting process in Iraqi embassies and consulates due to the impossibility of setting them up at the current stage and for this election cycle, in addition to what it would take for the process of opening current accounts in the name of the UNHCR offices outside Iraq, and the security and financial approvals required by that. Countries".
    She pointed out that "conducting the electoral process in places not subject to Iraqi sovereignty makes it subject to the laws of those countries, and the Iraqi judiciary has no jurisdiction over the violations and abuses that may occur during the conduct of the electoral process, in addition to sending UNHCR staff to other countries in light of the critical health conditions represented by the spread of a pandemic."
