    Baghdad / Al-Mawrid News
Today, Sunday, the Parliamentary Integrity Committee announced its rejection of the current draft of the Residential Abuse Treatment Law, while making several major observations about the law.
Committee member MP Ahmed Al-Rubaie said in a statement that "after the first reading of the bill to address housing abuses that the government sent to the parliament, we announce our rejection of the current draft and record major observations about the law."
He added that "the requirement of equity and justice is the ownership of residential homes for their occupants according to this law without compensation and not renting it to them, especially since the law requires the entitlement of the occupant that neither he nor his wife nor his minor children own a house or a plot of land, because the clearest rights of the citizen are his ownership of a residential home."
He continued, "The law stipulates that the violations that conflict with the plans of municipalities and urban planning departments should not be included in rent, and this means removing tens of thousands of families from their housing and throwing them in the open, especially, and that most of them do not have a residential alternative. As it will spark a wave of popular anger and anger that may destabilize society in general, which we suggest addressing the issue by allocating plots of land or compensating them, before proceeding with the details.
He pointed out that "the law imposes, in case of non-payment of land lease amounts according to the specified dates, the cancellation of the lease contract and the ownership of the structures established on them without allowance to the owner," explaining that "this includes the destruction and seizure of structures without compensating the one who built them at the cost of their construction."

He pointed out that "the law stipulates in Article Six that the committee decides on rental requests within (180) days from the date of submitting the application. Otherwise, the request is considered rejected, and this is incorrect. The committee's decision is either with approval or a reasoned rejection and not by the end of the period without a response, so they consider it rejected by default." While the law mentions in Article 8 of it, informing the applicant of the reasons for rejecting his request, and this conflict requires an editorial solution.
He explained that "the law mentions the possibility of the tenant owning the property after the expiry of the lease term, and the installments for paying the rent allowance for the previous period are part of the property value, although part of the property's value belongs to the constructions that the occupant built for the property with his money. And she didn't give it to her."
