    With the passage of time, the problems of the Emergency Support Law for Food Security and Development began to become clear, and the amounts allocated did not match what the ministries provided to meet their needs.
    The new problem was revealed by Parliament member Kamel Al-Ugaili, to Al-Sabah, explaining that “the Food Security Law allocated 125 billion dinars to the Ministry of Education to restore schools, without addressing the education directorates affiliated with the governorates.”
    Al-Ugaili added that "the allocation mentioned in the law was intended to restore all schools in Iraq, but the legislator missed a simple detail that the directorates of education are linked to the governorates, except for four directorates, which are "Mosul, Anbar, Salah al-Din and Kirkuk", which are still linked to the ministry.
    Al-Ugaili continued, "The Ministry of Education has exploited the misunderstanding and intends to spend the amount on these associated governorates only," calling for "the amendment of a paragraph in this law regarding schools, which either started inadvertently or the information was missed by the legislator."
    Al-Ugaili pointed out that "there are efforts by the deputies to resolve this issue, and to include all education directorates in Iraq with these assignments."
