, economist Ali Hadi Jouda, saw the need for the government not to "risk" too far in calculating the price of a barrel of oil, as it is a "volatile and emergency price despite all the assurances" by OPEC or international economic institutions that confirm its stability above the $90 barrier due to The geo-military conditions that the world is witnessing, specifically the war between Russia and Ukraine.

Joudeh suggested that “the price of a barrel of oil in the next year’s budget not exceed the rate of 65-68 dollars, which guarantees the achievement of financial hedging in it, and focus on moving the wheel of major projects that have been stalled due to the lack of financial liquidity, especially the strategic ones, foremost of which are infrastructure, public roads, schools and hospitals.” ".

Jouda called for "including in the budget a paragraph for selling the service with high quality instead of providing it for free and at low levels, taking into account the fragile economic classes in society, which must be fortified with social protection systems, including grants for the unemployed."
