    A former Iraqi deputy revealed that “the influential forces worked during the last period to form shadow parties, new political lists and alliances for them, and attracted civil figures and other new faces, to run in the upcoming elections.
    According to the Independent Electoral Commission, 50 electoral alliances will participate in the local elections, 33 of them new, with the end of the deadline for registering coalitions, last Sunday, which was extended twice.
    A leader in the “Al-Hikma” movement, which is part of the “Coordination Framework” coalition, which is ruling in the country, says that “some of the new political alliances are shadow alliances, and this is normal, and the victory of these alliances in the elections will push them later to merge with the official alliances that they formed.”
    And he indicated, “The framework resorted to this step, in order to present new faces. There are voters looking for new faces, and shadow lists target voters who are looking for new faces.”

    Former MP Rahim al-Darraji, head of the "Enough" group that includes civilians, said, "The influential forces worked during the last period to form lists and shadow alliances, and also established new political parties for them, and attracted civilian figures and other new faces, to run in the upcoming elections."
    He explained that “the first goal of the movement of the influential forces is to try to win the votes of the voters who are looking for change under the slogans of reform, change, and others, and the second is to disperse the votes of the voters and make them distributed among the new electoral alliances, so that there is no presence of these alliances in the political arena, while it is Directing the audience of those forces is to vote exclusively for the official lists, in order to obtain the highest number of seats in the provincial councils.

    As for independent MP Hadi al-Salami, he said, “The push of influential forces with shadow lists for them in the provincial elections is very expected, and it is not something new, as they worked on that during the parliamentary elections in 2021, and for this they are working in every way with the aim of fully controlling the political scene.” And the acquisition of power in all its executive or legislative titles.
    He added, "There are electoral alliances and really independent parties that are working on reform and change, as well as achieving the demands of the Iraqi people, which they have been calling for for many years, and that the electoral battle between these alliances and the alliances of influential powers is difficult, because those forces have money and weapons, and work to impose wills."     On the other hand, political analyst Ahmed Al-Sharifi saw that “undoubtedly, the new alliances to run in the provincial elections are shadow alliances of the influential forces, and that some of these alliances are for blocs and parties that dissent from the alliances of the official influential forces, and it is certain that they will join them later if they obtain a victory.” Some seats, with the aim of forming local governments according to the majority to share positions.

    He added that “the influential forces legislated the election law, according to their interest, and for this they know very well how they will run in the elections in accordance with this law, and for this reason they divided themselves into more than one official electoral alliance in their name and official addresses, and also formed shadow alliances to win the votes of the non-partisan public, who rejected them in the first place.” .
    Observers find that the traditional parties are in an existential dilemma because of popular discontent with political, partisan and electoral slogans, which are popularly ridiculed.
    Especially those that take a serious nature in fighting administrative and financial corruption, as they have been repeated many times without any results on the ground. These will be the first local elections to be held in Iraq since April 2013.
    The elected provincial councils undertake the task of selecting the governor and the executive officials of the province, and they have the powers to dismiss, appoint and approve the project plan according to the financial budget allocated to the province from the central government in Baghdad, according to the Iraqi constitution.
