Baghdad/Al-Masala Al-Hadath: The Iraqi Council of Ministers approved the financial budget schedules for the year 2024, and sent them to the House of Representatives with the aim of approving them, in a late step that may lead to delayed spending on most projects in Baghdad and the governorates, as well as the ministries and the Kurdistan region.
It is expected that the approval of the financial budget schedules for 2024 in Parliament will be delayed, due to the political disagreements that the influential powers are accustomed to on such occasions.
Information indicates that there is a conflict of interests that hinders the approval of the budget schedules in Parliament, as disputed items and paragraphs turn into material for early electoral bidding.
The Finance Committee in Parliament also confirmed that the budget schedules for the year 2024 do not include salaries or new appointments, noting that the schedules sent by the government do not include the launch of any new appointments, especially in light of the increase in expenditures and the high percentage of the financial deficit.
On the other hand, the allocations to the governorates of the Kurdistan region in the budget sparked controversy, as they were considered better than the rest of the governorates that protested the reduction of their budgets, while the government says that there is large amounts of money in the governorates’ funds that have not been spent.
This information indicates that approving the 2024 budget may face major challenges in Parliament, which may delay the process of spending on various projects and services in the country.
The total investment budget of the governorates and the Regional Development Fund amounted to 10.6 trillion, of which only 3.3 trillion were disbursed, and the remainder is more than 7 trillion, which is at the disposal of local governments and available to finance projects, in addition to 11 trillion from the Food Security Law, of which 38 percent was disbursed, and the remainder is more. Of 7 trillion in provincial accounts.
