The pace of political parties' preparations to run in the local elections scheduled for next December 18, which is the first elections for governorate councils since 2013, is increasing, before these councils are dissolved by a decision of the House of Representatives following the October 2019 demonstrations.
These elections are scheduled to include 15 out of 18 governorates, as the three governorates of the Kurdistan region are not included in the elections.
The academic and political analyst Dr. confirms: Abdul Aziz Al-Issawi said that the upcoming local elections will be a test for the implementation of electoral programs, pointing out that the Iraqi voter is looking for services on the ground and is not interested in political electoral programs.
Al-Issawi told “Al-Sabah”: “The provincial council elections represent an important stage that precedes the legislative elections,” and he added, “There is an intention to hold the provincial council elections before the legislative elections during the past years, and the difference between the two processes has been placed at less than a year.”
He pointed out that “there is widespread talk about a political agreement to hold legislative elections in 2024 or 2025, which means that the local elections are very important, because the winner of the governorate councils will try to gain popular satisfaction in preparation for running the legislative elections with confidence.”
Al-Issawi stated, “The Iraqi voter is looking for services on the ground and is not interested in the programs of the political forces that have begun to deal with the outcomes of the local elections. Rather, they are part of free electoral propaganda.”
According to the Iraqi Constitution, provincial councils have broad powers, as they are not subject to the control or supervision of any ministry or entity not linked to a ministry, and they have broad administrative and financial powers.
For his part, political affairs researcher, Kazem Al-Hajj, attributed the political blocs’ insistence on holding local elections to being a sounding board and a test to determine the participation rate and voters’ orientation.
Al-Hajj told “Al-Sabah”: “The insistence of the political blocs on holding provincial council elections in light of a complex political scene and the presence of political imbalance after the withdrawal of the Sadrist movement, makes it a pulse test and a test to determine the percentage and orientation of voters,” and he stressed that it is “a preparation for the upcoming elections.”
He added, "With the possibility of holding early parliamentary elections, the political blocs are working to win over voters," and stated that "some indicators confirm that the local elections will not be different in terms of the participation rate and the nature of their outcomes in choosing the governors."
Al-Hajj pointed out that “the political scene related to the provincial councils and reflected in the behavior of the political blocs to form the political map must have satisfactory results for all the public.”
Meanwhile, the Independent High Electoral Commission announced, yesterday, Saturday, the most important laws to regulate the electoral process.
Commission spokeswoman Jumana Al-Ghalai said: “Article 31 prohibits the use of state departments and places of worship by any means for the purposes of electoral propaganda. As for Article 32, it prohibits candidates from carrying out any electoral propaganda that involves deceiving or deceiving voters or using the method of insulting or defaming others.” In electoral propaganda.
She stated, “Article 33 prohibits spending on electoral propaganda from public funds or from the federal general budget allocated to ministries or entities not affiliated with a ministry, or from endowment funds or from external support funds,” noting that “Article 34 may not be permissible for any candidate to On the day of voting, distribute work programs, leaflets, cards, or other documents, personally or through others. It is not permissible for any worker from state departments, the public sector, or members of local authorities to distribute work programs on the day of voting, by himself or through others. It is not permissible to place advertisements or distribute programs. Work, leaflets, or cards in the name of a candidate who is not registered in the list of candidates.”
She pointed out that “Article 41 stipulates that anyone who violates the provisions of the two articles shall be punished by imprisonment and a fine of not less than 10 million dinars and not more than 25 million dinars.”
