After a “period of legislative stagnation”... a parliamentary campaign to review and amend the laws

Several parliamentary committees are awaiting the arrival of draft laws from the government to begin amending them again after presenting several observations, including changing the state’s priorities in the economic, security, and social sectors.
Deputy Chairman of the Parliamentary Economy, Industry and Trade Committee, Yasser Al-Husseini, explained that “among the most important laws that we are awaiting the arrival of the government after it was withdrawn upon the arrival of Prime Minister Muhammad Shiaa Al-Sudani’s cabin, is the partnership law between the private and public sectors, which needs to be changed to its legal principles,” pointing to “Parliament has suffered a stagnation in legislation during the recent period.”
Al-Husseini added, in an interview with Al-Sabah, that “most of the laws passed by the Council during the last period are international agreements and treaties, and the most prominent laws that were voted on were limited to the Retirement and Social Security Law.” He pointed out that “laws need speed in legislation, and there are many problems with legislation, including the Personal Status Law, which directly affects the lives of citizens,” indicating that the laws of interest to his committee are “the laws of industrial investment, companies, and partnership between the private and public sectors, and they must be amended.” Based on the original paragraphs of the law, considering that the contracts concluded between the private sector and the ministries are more like operational contracts with a simple economic return to the government of 5% or 8%, which are meager percentages.” The Vice-Chairman of the Economics Committee believed that “the amount of legislation that requires speedy enactment requires a new presidency of Parliament.” In turn, the head of the Narcotics Control Committee, Adnan Al-Juhaishi, told Al-Sabah: “The government has not previously moved towards activating a specific mechanism to combat drugs, and currently we have Law No. 50 of 2017, which approves the National Narcotics Control Authority, which is headed by the Minister of Health, but since 2017 To date, we have not witnessed the establishment of addiction treatment centers.”
Al-Juhaishi added, “During the current year, there is a strong movement regarding this file, and there are continuous follow-ups, and all governors have been instructed to allocate a plot of land of 10 dunams to build a control directorate in each governorate, in addition to a sanatorium and a parking lot for dealers and drug users,” pointing out that “the Ministries of Planning and Interior are responsible for submitting the plans.” The Interior Ministry asked the Prime Minister to convert some camps into sanatoriums in some governorates, and the work there was completed 100%.”
Regarding amending the drug law, Al-Juhaishi explained that “the committee seeks to amend the drug law, which was read for the first reading, and today we are preparing for the second reading,” adding that “the current law has not been implemented with sufficient seriousness.”
