The head of the Finance Committee in the House of Representatives, Atwan Al-Atwani, expected that the salaries of employees would arrive next month in the House of Representatives, while he indicated that the region’s salaries are paid by the government regardless of the region’s commitment.
Al-Atwani said in an interview with the “Official Newspaper” followed by Mawazine News: “The salary scale is still with the government, given that this task is within the jurisdiction of the executive authority,” noting that “the committee’s task is to know the path of the increase resulting from this scale, and to follow up on its implementation.” ".
He added, "According to the decision of the Federal Court, the salaries for the month of February are granted according to the statements provided by the regional government regarding the workforce," explaining that "the region will be obligated to localize the salaries of its employees and retirees to the salaries of the current month of March, and to deal in accordance with this principle."
Al-Atwani explained that “the budget tables should have been sent to the House of Representatives before the end of last year,” noting that “the tables are still with the Prime Minister’s Office, the General Secretariat of the Council of Ministers, and the Ministry of Planning to make the necessary amendments in line with the requirements of the current year, given that there were Certain spending and allocations must be addressed and adapted according to the items contained in the 2023 budget.”
Al-Atwani expected that "the budget schedules will reach the House of Representatives next month, while adhering to all the items mentioned in last year's budget regarding appointments that must be implemented in agreement with the Ministry of Finance."
A member of the Finance Committee, Jamal Kujar, said, “Everything spent in the Iraqi state must have a legal cover, and the region’s salaries are mentioned in Schedule C of the budget and a known amount is allocated to them, but they are hampered by the commitment and non-commitment of the regional government, and now the Federal Court said: Salaries may not be delayed and must be localized and paid electronically.”
He added, "The government is now obligated to spend it - regardless of the region's commitment or lack thereof - and also payment will be via QCard and through government banks, so the issue of salaries has been resolved," noting that "the Federal Court spoke about three types: (Employees, retirees, and social care), so the government must expedite sending the 2024 budget and its schedules so that the problem can be solved.”
He continued, "The Federal Government's Financial Supervision Bureau continues its visit to the region and is working intensively on the issue of employee names and others," noting that "there is an official letter submitted to the Prime Minister in order to disburse 3 salaries, and this was before the court's decision, and now the court's decision has come and we do not know how." There will be coordination, and the amount of 3 salaries is not large.”
Cougar stated that “the salaries of the region’s employees were within the region’s share, and any defect in the agreement or share would result in the employee being a victim, and this was what was bypassed through the court’s decision, and the region’s share will be divided into two parts, one of which will be paid directly from Baghdad and is called employee compensation, and the other part will be mortgaged.” “With the region’s commitment and delivery of resources.”
