    Baghdad/Al-Masala Event: In recent years, the Iraqi governorates, especially the southern and central ones, have witnessed an escalation in tribal conflicts that greatly affect societal peace and leave victims and wounded.
    These conflicts are often armed and cause terror among the population, which prompted the Iraqi Ministry of Interior to issue the “Tribal Covenant” document with the aim of reducing these conflicts and ensuring community peace.
    The Iraqi Ministry of Interior announced the issuance of the “Tribal Covenant” document, which includes provisions and steps to reduce tribal conflicts that are recorded in all Iraqi governorates, especially in the south and center, which cause casualties and affect community peace. The ministry also indicated a decline in the level of these conflicts after intensive efforts.
      Tribal covenant
    The tribal covenant document includes key provisions aimed at strengthening civil peace and adherence to the law. These provisions include emphasizing the application of religious values ​​in tribal forums, respecting human rights principles in a manner that does not contradict the teachings of the Islamic religion, imposing the rule of law and the prestige of the state, supporting and assisting official security agencies in enforcing the law, adhering to authentic customs and traditions, preventing electronic blackmail, and supporting government efforts to prevent drug trafficking.

    Challenges and outcomes

    Despite the efforts made by the Ministry of Interior and tribal sheikhs, the results on the ground have not been up to expectations. Tribal conflicts continue, although they have witnessed a relative decrease compared to previous years. One of the main reasons for not achieving the desired results is the tribes’ failure to resort to the law to resolve disputes and hold accountable transgressors or aggressors. Instead, tribes rely on customs and traditions to resolve disputes, which sometimes exacerbates the problem.

    Proliferation of weapons outside the state

     
    One of the most prominent challenges facing the reduction of tribal conflicts is the proliferation of weapons outside the framework of the state. This proliferation contributes to the escalation of conflicts and makes it difficult for security agencies to control them. Despite the efforts made to confine weapons and impose penalties on violators, these efforts were not sufficient to achieve complete security.

    Violation of human rights and religious teachings

    Tribal conflicts often violate human rights principles and contradict the teachings of Islam. The use of violence, threats and blackmail to resolve conflicts is inconsistent with religious and human values, which necessitates raising awareness of the importance of respecting human rights and adhering to religious teachings in all tribal forums.
