The head of the committee, Majid Shankali, said, “All that remains for the law to reduce the effects of tobacco damage is to build the final wording, and the committee has completed all discussions related to it,” adding, “The committee is preparing special meetings with stakeholders so that the law appears in a comprehensive form.”

He stated that "the law will not ban smoking, but we will work to regulate it in a way that prevents the sale of cigarettes, tobacco, hookah and shisha to those under the age of eighteen," noting that "the paragraphs of the law will ban smoking in all government departments."

Smoking kills one person in Iraq every 10 minutes, according to the latest statistics revealed by the Ministry of Health, stressing the need to combat the phenomenon and limit it in light of the entry of types of cigarettes and tobacco into the country that are not subject to proper monitoring and laboratory tests, which affects public health.

The Ministry of Health announced on May 31 that Iraqis spend 6 billion dinars daily on smoking, while it expected to record a death every 10 minutes due to smoking in the country.

40-50 percent of Iraqis suffer from passive smoking due to their indirect exposure to tobacco smoke, while 20 percent of Iraqis who are 18 years old or older smoke tobacco of various types, according to specialists.

In 2012, the Iraqi parliament passed a law banning smoking in public places and government institutions, and included penalties and fines for violators. However, the law has not yet been implemented. The

Iraqi Ministry of Health faces widespread criticism for its inability to actually enforce the law, especially in institutions, clubs, rest houses, and means of transportation throughout the country, which has caused many diseases.
