Parliament and Health Ministry finalizing Tobacco Harm Law

The Ministry of Health revealed the approval of the "Protection from Tobacco Harm" law in the coming weeks, noting that, according to that law, it will prohibit the sale of products to those under 18 years old.
Assistant Director of the Tobacco Control Program, Wassim Kilan, told Al-Sabah that most countries in the world, including Iraq, suffer from health, economic, environmental and social problems resulting from the use of tobacco products, after different types of electronic cigarettes and hookahs and their added flavors invaded the markets and spread among young men and women and young age groups, and their use became widespread.
Kilan pointed out that tobacco companies promoted these products as alternatives to quitting smoking or as a means of doing so, in addition to the fact that they are less harmful than regular cigarettes and hookahs, noting that recent global research approved by the World Health Organization has shown that they are no less harmful than regular cigarettes and hookahs.
Kilan explained that the Ministry of Health, as a member of the WHO Framework Convention on Tobacco Control, and within the international system, has begun to take steps consistent with the policy emanating from this agreement, in working to combat smoking in cooperation with all ministries concerned with this issue, by imposing taxes, controlling border crossings, promoting the harms of these products, health warnings, and conducting surveys to identify indicators of product use in Iraqi society.
He stressed that the Ministry of Health, in cooperation with the Health and Environment Committee in the House of Representatives, has put the final touches on the Tobacco Harm Protection Law, which is an update to the Anti-Tobacco Law No. 19 of 2021, noting that it is a new project that gives more powers to the relevant authorities to prevent promotion, set standard specifications for the import of these products, and grant more powers to the relevant authorities to control borders and crossings to prevent the entry of these products illegally.
Kilan added that this draft law gave more space and powers to all concerned parties to impose fines on those who use these products indoors, and to impose taxes on them because this will benefit the public health programs of the Ministry of Health, in addition to reducing their use and avoiding the resulting health damages.
The spokesman confirmed that one of the provisions of the law is to prevent the promotion and use of these products by age groups under 18 years, noting that it has been read twice in the House of Representatives and will be ready for voting in the coming weeks.
Kilan warned that the law imposes taxes on products to raise their prices, which reduces demand for their purchase, so that they are out of reach of teenagers under 18 years of age due to their high prices, indicating that it will prevent markets and kiosks from selling them to those under this
age.
