    [ltr]The minister stressed the environment, immigration, the differences within the Council of Ministers on 3 points in the rules of procedure has been carried forward to future meetings in order to mature the consensus around.
    The two ministers said that the controversy revolves around the restructuring of the Secretariat, and to consider the budget within the "strategic decision", and the mechanism of the government's resignation. Asserting that the draft rules of procedure, which voted in by two days ago underwent operations for 8 modified by a government committee.
    The Council of Ministers at its normal, its rules of procedure approved. A statement by the Council, "the rules of procedure of the Council of Ministers, according to the provisions of Article 85 of the Constitution with the switch Article (40) of it by adding the words (on the request of ten members), and to discuss adding adoption of the budget to strategic issues and important in the next session."

    Derbaz Minister Abdullah stresses that "at a time when the Council of Ministers approved the rules of procedure, he will proceed to amend some points of contention in the coming weeks by specialists in the government."  Abdullah felt that the completion of the amendments, "depends on how ministers agree on it," and noted that "the Vice-President of the Council of Ministers will clear committees services, the economy and energy management."
    Commenting on this, Qutaiba al-Jubouri, the Minister of Environment said, "long", that "the rules of procedure which has been adopted in the Council of Ministers will organize the work of its members, ministers and deputy president of the General Secretariat of the Council of Ministers," stressing that "the new amendments to the draft gives the right to the Prime Minister to determine the functions and powers of the deputies. " 
    Jubouri said that "there are points of contention did not reach the Council of Ministers of the agreement on the draft rules of procedure, including the resignation of the government (if half of its members resigned), and how to make strategic decisions, such as the budget and the other."
    Article (seventh / III) of the draft rules of procedure, which is alone (range) published earlier this month, that "the Council of Ministers decisions are taken by a majority of three-fifths of the number of attendees in the topics of strategic character, as well as related to national sovereignty, including the presence of foreign security forces in Iraq and how they were organized, and the respect of the international borders of the Republic of Iraq and international relations strategy and approve the state budget and the general development plans. "
    It describes the Minister of Environment and political differences on some draft rules of procedure of the terms as "is normal within the Council of Ministers," noting that "the members of the council agreed to add a point to the internal system gives the right to ten ministers gather signatures and submitted to the President to change any point or a paragraph or an article in the draft New ". 
    Jubouri revealed that "the Council of Ministers will begin in the coming sessions, make some amendments to its rules of procedure in order to ripening form that corresponds to what you want the various parties within the government and which ones intended to identify strategic decisions." 
    And see the Minister of the Environment said, "These additions to the draft rules of procedure will lead to a modification powers of the General Secretariat of the Council of Ministers in the administrative role practiced because there are many, and a determination to restructure the Secretariat differently from what was formerly the objections." 
    Minister Qutaiba al-Jubouri, notes that "the rules of procedure of the Council of Ministers is not a constitution and therefore will be subject to many changes in the coming sessions of the Council of Ministers in order to set it up is agreed by everyone."
