The compass of financing the financial budget may seem to depend to a large extent on the production of the oil sector, whether by exporting crude or its by-products and selling them locally, but it is logical to accept that mobilizing all other sources of the economy will lead to diversifying the sources of financing the budget and maximizing its revenues, and through other activities that can play major roles in the escalation of the national economy, especially after the government issued a set of programs and works, whether at the level of production operations or service activities, and through the implementation of a set of plans and projects that fall within the framework of the paths of the comprehensive view to invest all national wealth and all capabilities and in multiple directions in order to achieve maximum benefit, including what is related to diversifying sources of financing and increasing non-oil benefits.
Delving deeper into the elements of financial support for the general budget would push the rising development trends in a way that would make the government’s programs proceed more comfortably and reassuringly and avoid any problem if there is a setback in oil prices in global markets, which would herald a decrease in the value of the financial revenues on which the amounts allocated to the general budget depend, especially since we have not yet reached the stage of reassurance regarding this issue, which was based on an average oil price of (70) dollars per barrel, while global crude markets are witnessing fluctuations in prices from one day to the next in conjunction with the political and security changes occurring in various regions of the world, including the accelerating tragic events in the Middle East.
Those in charge of managing the helm of the national economy and monitoring the sources of funding did not ignore this problem or its negative repercussions on the financial sector and the continuation of financing projects and services and disbursing other dues, and through taking effective steps to maximize non-oil revenues and announcing the imminent launch of new packages of tax reform stages, which were addressed by the Prime Minister’s Advisor for Financial Affairs, Mazhar Muhammad Salih, within the framework of the general lines of the government program that was approved by the House of Representatives and extensively studied by its Finance Committee, which is concerned with the idea of maximizing non-oil resources to contribute to increasing the elements of financing general budgets to organize the process of implementing development projects and serving broad segments of society in the country.
It seems that the program that the government aims to implement has major and far-reaching goals, most notably the effective contribution to increasing the total revenues generated from economic activity not related to the oil sector by (20%) after its previous rates were (10%), so that these measures can work to alleviate the financial obligations on the government, especially in securing the annual budget amounts, and it will also diversify the gross domestic product from the sectors of agriculture, industry and services, in addition to activating and encouraging the work and projects of the private sector. This is an important and necessary confrontation of the major challenge that was a concern that pressures the government when it is necessary to implement its obligations stipulated in its program in the event of a financial deficit in the amounts of financial allocations for the budget if oil prices in global markets fall below the specified price, and it is far removed from the effects of various crises and gives a space for optimism for a comprehensive and broad growing national economy.
