    in the city of Kut, retired Monday, the Ministry of finance to

    smart card program introduced in 2005, and began working out with the
    retirees and beneficiaries of the social protection network has also
    been adopted by a number of government departments, contributed to the
    detection of many of those who earn more pay from the State.
