    Adel al-Jubouri

Within a few weeks, Saudi Arabia has taken steps and initiatives to open up to Iraq, which seemed sudden and rapid, as if something had imposed such a great transformation.
It may be useful to review briefly, those steps and initiatives, to stop at the circumstances and atmosphere surrounding them.

Abadi in Riyadh: Address the problems and thorny issues between the two countries

On October 18, the Iraqi army chief of staff visited the first pillar of Osman al-Ghanmi, Riyadh, at the head of a high-ranking military and security delegation, at the invitation of his Saudi counterpart, General Abdul Rahman bin Saleh, when he visited Baghdad in July Last July.
On the 19th of the same month landed the first Saudi aircraft belonging to the company "Fly NAS" at Baghdad International Airport, in the light of Riyadh's decision to resume air navigation between Saudi Arabia and Iraq, after a break of more than twenty-seven years, and before that announced the Saudi authorities to allow the citizens of children The Shiite community to go directly to Iraq to perform the visit of forty Imam Hussein peace be upon him.
For the first time in twenty-seven years, Saudi Arabia participated in the Baghdad International Fair in its 44th edition, represented by Kemi and Noi Lafat, headed by Saudi Minister of Energy, Industry and Mineral Resources Khaled Al-Falih.
Before that, statements were made by Saudi King Salman bin Abdul Aziz and senior officials in the kingdom that supported and stressed the unity of Iraq.
The Saudi official invitation to Iraqi Prime Minister Haider al-Abadi, and the formation of the Iraqi-Saudi Coordination Council to strengthen political, economic and security relations, and address the problems and thorny issues between the two countries.
Naturally, such initiatives and steps reflect a Saudi desire to open a new chapter of relations with Iraq. At the same time, it is necessary to know the nature of the circumstances and climates from which these initiatives and steps were initiated, to determine whether they are sufficient, or to other things that Riyadh should accomplish so that the road becomes clear and complete to close the past and restore water.
It may not be difficult for the observer to monitor and diagnose the current reality that Saudi Arabia is experiencing at the external and internal levels.
Externally, it - Saudi Arabia - suffered losses and major refractions in all the files that have penetrated itself in it, to reach certain goals shared with many regional and international forces, and this is very clear in the files of Yemen, Syria, even the Iraqi, and perhaps other files, it was planning To eliminate the movement of Ansar Allah and establish a Yemeni political system loyal and continued in Sana'a, and failed miserably, and was striving to remove Bashar al-Assad from power in Damascus, and the results after six years exactly opposite to what they wanted and planned, and were not agendas different in Iraq , In terms of objectives, introductions and results. Not to mention that she has entered into a heated conflict with one of her sisters Gulf - Qatar - and has a hand in the side of the conflict in Bahrain, which was - and still - not far from the atmosphere of shipping and sectarian tension, which casts shadow from time to time on the Kuwaiti political scene.

Saudi participation in the Baghdad International Fair

Internally, the political movement at the top of the power pyramid, and the subsequent succession of many heads of the ruling family, reflect a state of anxiety and turmoil that could lead to violent tremors, especially with regard to rumors about the possible rise of Mohammed bin Salman, A short record, the throne of the kingdom in succession to his father Salman, 80, who suffers from many health problems.
In addition, the economic crisis that hit the world three years ago was largely reflected in Saudi Arabia as one of the largest producers of oil. Moreover, its involvement in wars and military conflicts in Yemen and Syria has drained many of its financial resources and threatened its economic stability.
There is no doubt that these circumstances and pressure atmosphere must make the Saudi political decision makers think of looking for outlets to ease the congestion, and thus avoid the cracks and vibrations that can be obtained, and may come Saudi Arabia's "positive" towards Iraq as one of the options to reduce pressure.
At first sight, there is justification for the Iraqi political and popular space, lack of confidence and enthusiasm for the initiatives and steps of Saudi Arabia, because there is something contrary, and comes in harmony with and compatible to a large extent with the Saudi approach, which has been Riyadh in dealing with Iraq over the past 14 years.
Saudi Arabia continues to adopt through its official and non-official media, as well as through its political platforms a hostile and provocative speech to Iraq, especially when it harms some of the joints of the Iraqi security establishment. The state of extremism and atonement has not changed in the Saudi religious establishment. Moreover, Riyadh is trying to regain scores The Saudi terrorists are being held in Iraqi prisons without presenting convincing practical contexts and procedures to combat terrorism, as well as bearing responsibility for the destruction and material and human devastation inflicted on Iraq because of its support for Takfiri terrorism, and to stop using Iraq as a field to liquidate the account. T with others.
No one can go unnoticed by the negative statements made by US Secretary of State Rex Tilerson from Riyadh against the popular crowd, while Abadi was there at the head of a high-level delegation that included a large number of ministers, experts and advisers in various fields.
If it is not right to start the doors of initiatives and "positive" steps towards Iraq, it is illogical to be very enthusiastic about it, without paying attention to all angles of the scene and its facts, figures and facts.
