    [rtl]SEOUL - South Korea's president said on Wednesday that North Korea could not be recognized as a nuclear state.[/rtl]
    [rtl]In a speech to the National Assembly today, the mon-JN said that his country would never recognize or accept North Korea as a nuclear state.[/rtl]
    [rtl]Moon also pointed out that military action on the Korean peninsula can not be carried out without the approval of South Korea. He said the South Korean government would continue to work for peace on the peninsula.[/rtl]
    [rtl]The comments came after South Korea and China said they would work together to resolve North Korea's nuclear issue through all diplomatic means.[/rtl]
