    [rtl]South Korea expected its northern neighbor next year to discuss opportunities for a dialogue with Washington over its military program next year.[/rtl]
    [rtl]The optimistic forecast came in a report released by the Unification Ministry of South Korea and its forecast for next year, but without any convincing evidence to prove these expectations.[/rtl]
    [rtl]The report said that in 2018 Pyongyang will seek to launch negotiations with the United States, in conjunction with efforts to recognize internationally a nuclear power.[/rtl]
    [rtl]The ministry expects that North Korea will succeed in seeking ways to mitigate the consequences of UN sanctions by taking countermeasures to counteract the trade vacuum, inflows of foreign currency, lack of aid and low production in all areas of the economy..[/rtl]
    [rtl]It should be noted that these optimistic expectations came at a time when the situation on the Korean Peninsula on the verge of armed conflict, in light of the escalation of tension between Pyongyang and Washington.[/rtl]
    [rtl]In the end year, Pyongyang conducted a successful ballistic missile test series and eventually announced its production of an intercontinental ballistic missile that would target any region in the United States.[/rtl]
    [rtl]Last Friday, the UN Security Council unanimously voted on a draft resolution to tighten sanctions on Pyongyang, the toughest UN sanctions in the 21st century.[/rtl]
