    The
    Iraqi Council of Ministers approved, during its regular Tuesday, on the
    formation of the Federal service, also approved the launch of the
    operating budget for the project of Baghdad, the capital of Arab culture
    for 2013, while authorized by the Minister of Justice to conduct an
    agreement with Britain to exchange convicts.

    A government
    statement said, issued by the General Secretariat of the Council of
    Ministers, received (range Press) copy of it, that during the meeting
    "to approve the formation of the Public Service Federal According to the
    provisions of Article (5 / item III) of the Code of Public Service
    Council Federal (4 ) for the year 2009. "

    And decided the Iraqi
    Parliament, in its previous session on (19 March 2009) the enactment of
    the Public Service Council Iraqi federalism, which provides for the
    establishment of (Public Service Council Federal), that is linked to the
    House of Representatives, and a charismatic moral and financial and
    administrative independence, in order to raise the level of jobs and
    development public service and provide equal employment opportunities
    for citizens.

    The statement added that he has "approved the
    launch of the operating budget for the project of Baghdad, the capital
    of Arab culture for 2013, which will be inaugurated in March 2013."

    The
    Council of Ministers issued, (2 May 2012), a decision to postpone the
    project Najaf, the capital of Islamic culture until 2020, and the
    transfer of 40 billion dinars from the budget allocated for the project
    to Baghdad, the capital of Arab culture 2013.

    The UNESCO has
    chosen the last in 2011, Baghdad is the capital of Arab culture in the
    current year 2013, while the Ministry of Culture announced, (February
    13, 2012), for the project logo, form by one of the professors in the
    College of Fine Arts at the University of Baghdad.

    The government
    statement also noted, "To approve the amendment the Council of
    Ministers Resolution No. (49) for the year 2013 on the provision of a
    grant to the Syrian refugee families in Aledumaz camp and
    comprehensively all families in the camp."

    And housed Iraq
    currently at least 70 thousand Syrian refugees more than 60 thousand of
    them live in the Kurdistan region while continuing the flow of Syrian
    refugees to Iraq by a thousand refugees a week, to escape from Syria,
    which is witnessing since (15 March 2011), a protest movement wide
    popularity began to raise demands for reform, democracy and ended
    demanding the fall of the regime after the bloody violence drew
    unprecedented by Syrian security forces and what is known as the
    "Shabiha".

    The statement continued, that the Council of Ministers
    decided to "authorize the Minister of Justice the authority to
    negotiate and sign a draft agreement transfer of sentenced between Iraq
    and Britain based on the provisions of Article (80 / item VI) of the
    Constitution with the Foreign Ministry to prepare and document
    authorization required behalf of the Government of the Republic of Iraq
    to the Minister of Justice according to the contexts approved and submit
    to the General Secretariat of the Council of Ministers to obtain the
    signature of the President of the Council of Ministers. "

    The
    Iraqi Justice Ministry, announced in (February 10, 2013), for the
    preparation of an agreement to exchange prisoners with Britain, and
    received the announcement, welcomed by the Vatican representative in
    Iraq, who pointed out that the Convention would verify aspects of
    humanitarian visit with prisoners for their children.
