    The Parliamentary Services Committee estimated the country's actual need for housing units at nearly five million, while the Ministry of Construction and Housing announced that the new city projects that the ministry is working on would provide three million and 550 thousand housing units.
    Representative in the Parliamentary Services Committee, Abbas Al-Atta, said in an interview with Al-Sabah newspaper, followed by Al-Iqtisad News, that “the strategies used to address the housing crisis in the country, including the distribution of lands or housing units, are all useless because the land has not been fully prepared for the implementation of projects, and most of it is owned by the Ministry.” Therefore, the State Real Estate Department adheres to it and does not transfer it to the municipalities to issue bonds to citizens,” noting: “We need 5 million housing units.”
    For his part, the Director-General of the Housing Department at the Ministry of Construction, Housing and Public Municipalities Haider Al-Mayali said, "The ministry has developed several strategies to contain the housing problem, but the financial crisis and the entry of ISIS into the country in 2014 disrupted it," noting that "the current strategy that the ministry is working on in coordination with With the competent authorities, it is on two axes, the first is the distribution of land directly among citizens, and the second is the construction of new residential cities.”
