The Independent High Electoral Commission reiterated that penalties ranging from a fine to imprisonment will affect any party or person who sabotages the electoral campaigns of the candidates, while it announced that it had fined former candidates in the 2018 elections with a total sum of one billion and 600 million dinars.
The Assistant Media Spokesperson for the Elections Commission, Nibras Abu Souda, said, according to the official newspaper, that "assaulting and sabotaging electoral propaganda is an electoral crime, and in the event that the perpetrator is inferred, he is referred to the competent courts, and the penalty for the crime is not less than one month and not more than a year, and the fine is not less than For one million dinars and not more than five million,” indicating that “the penalty is either imprisonment or a fine, not both.”
In the absence of surveillance cameras in most places, especially since the capital, Baghdad, is not planned for this, Abu Souda points out that “most of the places where electoral campaigns are placed do not belong to state institutions, but most places have coverage of the candidate himself, and he can provide conclusive evidence of The party that carried out the sabotage, and all electoral crimes are inferred according to conclusive and documented evidence.”
And she indicated that "in this electoral cycle, six complaints were received to the Commission and the Baghdad Municipality, and the municipalities are the ones who remove the violations and then inform the Commission, and so far we have not received any statistics on the number of violations that the Baghdad Municipality and the municipalities have removed."
With regard to the total fines imposed on all candidates in the 2018 session, Abu Souda explained that “the fines were around one billion and 600 million dinars, and the lowest fine was two million and the largest was 50 million dinars,” noting that “the commission cannot announce the names of the violating candidates or those who have been fined or Punish them because this is a matter of defamation and influencing the electoral process.
