    The head of the Women, Family and Childhood Committee in the former parliament, Maysoon Al-Saadi, identified three reasons for the delay in enacting the domestic violence law.
    Al-Saadi said: "The law was presented in the past sessions, and several changes were made to it," specifying "three reasons for delaying its first approval. Its open title, according to some, is that a father's beating of his son with the intention of discipline is considered violence against him."
    She added that "the second reason is the secret informant's reports against acts of violence against women or children without knowing his identity, some of which appeared to be malicious, whether against the family or the head of the family," noting that "the third reason is the role of sheltering the battered women, which was The law provides for the opening of these homes to everyone who has the possibility to do so after the approval of the Ministries of Interior and Justice, which prompted the specialists to wait for its legislation for fear of turning these homes into places for the abuse of abusers.”
    Al-Saadi indicated that “some people thought that it was legislated after emptying it of its content because some points in it are in violation of customs and traditions,” stressing that “some countries emptied the law of its content and then legislated it, as happened in the Kingdom of Jordan, the Republic of Iran and Kuwait, as it contradicts the norms in those countries, after that. Amendments were made to it and paragraphs that could serve the individual and society were added to this law.”
