The Wisdom Movement led by Ammar al-Hakim spoke of a set of conditions that should be achieved before moving towards dissolving parliament, calling for the formulation of a new equation for the political process.
A statement by the Al-Hikma Movement, received by Al-Mada, stated that "the leader of the movement, Ammar Al-Hakim, received in his office yesterday morning, the Ambassador of the Russian Federation, Alberus Kutrashev, and they discussed the developments of the political scene in Iraq and the region, as well as discussing bilateral relations between Iraq and Russia and ways to strengthen them at all levels."
Al-Hakim stressed the "necessity of ending the current political crisis," calling on everyone to "assume their responsibilities to end a crisis that is affecting the daily living reality of the Iraqi citizen."
He stressed, "the need to formulate an equation that includes everyone and achieves the aspirations of the Iraqi people by forming a national service government capable of providing services and providing job opportunities."
Al-Hakim indicated that "the political crisis is solvable, provided there is a will for a solution and that everyone concedes to the Iraqi interest."
Al-Hakim stressed, “the importance of initiating reform by supporting and strengthening institutions,” pointing out “the importance of strengthening the state as a real guarantee to confront all political, social, economic and security problems.”
For his part, the representative of the Wisdom Movement, Ali Shaddad, said, “The solution to the current political crisis lies in the survival of the House of Representatives and not dissolving it, forming a government with a new prime minister and working to amend the electoral law in implementation of the Federal Court’s decision in this regard.”
Shaddad believed that “disrupting the parliament’s role and demanding its dissolution without completing the constitutional dues and amending the election law, means ending the political system in the country.”
He pointed out, "The coordination framework accepts new elections, but the decisions of the Federal Court must be linked to parliamentary work."
Shaddad continues, that “the court, after approving the legislative elections that took place in October 2021, stipulated that Parliament amend the election law because the law does not achieve true proportional representation of the Iraqi society and contains many errors and unfairness in conveying the voice.”
He pointed out that "there are political blocs and parties that got very large votes, but won a few parliamentary seats, compared to political blocs that came with few votes, but won large seats."
Shaddad stated, "The Federal Court's interpretation of the electoral law based on multiple electoral districts stipulated that that law be amended, and whoever has the possibility of amendment is Parliament, so we have to support it in order to continue holding its sessions."
He added, "The demand for early elections needs funding, and only Parliament has the power to approve the budget or finance the Electoral Commission."
Shaddad explained, "The current government is a caretaker government and does not have the authority to send the budget law, and Parliament does not have the right to give the current government the authority to send the budget law."
And he stressed, "the importance of choosing a new prime minister, which is what the coordination framework says is an option to solve the crisis for the current stage."
Shaddad added, "The framework adheres to its candidate, Muhammad Shiaa al-Sudani, who requires his assignment from the new President of the Republic to form his cabinet."
