    The law on addressing residential abuses has sparked widespread controversy in the past two days after its first reading in parliament’s session last Saturday, especially in its aspect related to the imposition of reduced rent fees on transgressors on state lands and properties.
    The first article of the draft law issued in 2019 stipulates that people who exceeded state-owned lands or state departments or municipalities before 2016 must lease these lands for a period of 25 years.
    The second article stipulated that the lands be within the residential areas according to the basic designs of the cities and do not include the connected plots, and that the construction built on them should be for housing purposes.
    As for the third article, it stipulated that the rent applicant should be the actual occupant of the property and that he and his wife or minor children should not own a residence, a residential plot of land, or a housing unit from the state, and this would be through a written declaration certified by the notary public.
    Article 4 of the law prevents a single person from renting more than one plot of land.
    Article 11 stipulates that, after the expiry of the lease term, the tenant has the right to own the property after the expiry of the lease term at its real value at the time of ownership, provided that the prepaid rent amounts are included in the property value at the time of ownership, as an exception to the state property lease law.
    The seventh article indicated that the money obtained from this law is spent for the purposes of developing infrastructure and improving facilities and services in informal areas.
    Article 12 considers that any building, whether in accordance with or in violation of the basic design, and any exploitation of facilities or lands, is considered a transgression, with the exception of what was stated in the first article of the law, and it is removed after the law comes into force within 30 days, and the optimal wages are paid within 120 days from the date of notifying the owner of the transgression.
    In Article 21 of the law, the dissolved Revolutionary Command Council Resolution No. 154 of 2001, which had stipulated the ownership of transgressors before 2001 at their real value, was cancelled.
    The law faces great challenges in the way of its approval. The objectors believe that these fees, regardless of their value, harm slum dwellers, most of whom come from poor families, who were pushed by difficult living conditions and their inability to buy normal homes, to live in slums, while supporters of the draft resolution believe that it will contribute to helping Those families by owning the land after several years, and then eliminating the phenomenon of encroachment on state property, and putting an end to it.
