    [size=45]A European report confirmed that Iraq is on the verge of a new escalation unless there is a radical change in the regime, indicating that the political legacy and the absence of justice are factors in the return of protests, calling for a national dialogue to help heal the deep rifts between the different religious and ethnic parties.[/size]
    [size=45]A report by the European IPS-Journal, translated by Al-Mada, stated that “the formation of a government by the commissioner, Muhammad Shia Al-Sudani, has become just a formal matter.”[/size]
    [size=45]The report continued, "This comes a year after the parliamentary elections on October 10, 2021 and the end of the political stalemate in Iraq with the election of Abdul Latif Rashid, President of the Republic."[/size]
    [size=45]He pointed out, "The quota system in forming the government is still in place, as for the international players, such as the UNAMI mission in Iraq, they have breathed a sigh of relief."[/size]
    [size=45]The report pointed out that "these players confirmed that the road is now open for Iraq, after more than a year of obstruction and paralysis, to turn its attention once again to the country's real problems, such as the economic crisis, the climate change crisis and the fight against corruption."[/size]
    [size=45]He wondered, "Will the new government really be able to find answers and solutions to Iraq's major problems and challenges, and to create social peace?"[/size]
    [size=45]The report added, "Regardless of what the new government's ambitions will be in its efforts, it is clear from now that Iraq may undoubtedly face another escalation if there is no fundamental change of the regime."[/size]
    [size=45]He continues, "The legacy of the failure of the political system in Iraq to manage the country repeats itself again with the absence of social justice, and the more people despair, the greater the chances of protests that always cause instability for many years."[/size]
    [size=45]The report noted that "the new Iraqi government has a clear path to confront the challenges, which is to carry out reforms."[/size]
    [size=45]He stressed, "Any attempt to make a change with a rentier economy, a flabby public sector and rampant corruption, seems illusory."[/size]
    [size=45]The report finds, "This is a dangerous indicator for a country that cannot provide basic services such as education, potable water, electricity, health care and development for an increasing population, despite the enormous oil wealth."[/size]
    [size=45]He went on to say that "the peaceful path to achieving transitional change requires the government and the political elite to focus their attention on providing services to the people, not the political class, and to take necessary steps towards a political system that makes Iraq a democratic country, not just on paper."[/size]
    [size=45]The report continued, "This includes holding a comprehensive national dialogue that restores people's shaky confidence in democracy."[/size]
    [size=45]And he stated, "In Iraq, and since the first parliamentary elections in Iraq after 2005, the percentage of voters' participation in voting has been steadily decreasing, until participation fell to a record drop in 2021 to reach only 43% of those participating in voting."[/size]
    [size=45]And the report indicated, "The Iraqis do not feel that the elections represent the voice they cast, which will lead to change."[/size]
    [size=45]He considered, "This does not seem strange as long as in recent years there has been no political stability or real reforms."[/size]
    [size=45]The report emphasized that "the existence of a national dialogue may help heal the deep rifts between the various religious and ethnic parties and parties in Iraq."[/size]
    [size=45]And he went on to "the importance of this, especially after the struggle for power between Sadr's supporters and the coordinating framework."[/size]
    [size=45]The report called for “pacifying the situation between the Shiite parties in the political process,” adding that “sectarian and political differences were a stumbling block in the way of reforms demanded by protesters since October 2019 objecting to a quota system that leads to administrative corruption and supporters of a system that achieves Iraq’s national sovereignty.”[/size]
    [size=45]The report spoke of “another important condition for achieving lasting political and social peace, which lies in limiting arms to the hands of the state.”[/size]
    [size=45]He stated, "The presence of armed factions affiliated with political parties and parties undermines the factors that achieve a healthy democracy in the country."[/size]
    [size=45]The report stated, "Achieving this type of democracy is now considered one of the biggest internal challenges that Iraq is facing in the near future, and it is a democracy that the international community must support in order to achieve lasting change that is out of reach."[/size]
    [size=45]He added, "The October 2021 elections were the sixth federal elections in Iraq since 2003, and the first early elections since the adoption of the Iraqi constitution in 2005, and came down to the demands of the popular protest movement against the government that was launched in October 2019".[/size]
    [size=45]The report concluded, "The time taken by the political parties to form the current government since the results were announced is also the longest compared to the formation of previous governments since 2003."[/size]
