    The popular and political eyes are still awaiting the completion of the draft financial budget for the year 2023, after its absence in 2022 due to the political crisis, as the Iraqis pin their hopes on it to restore the spirit of service projects , revive the private sector, and run "important" matters.


    Iraq did not approve the 2022 draft budget due to the political crisis that has gripped the country since the “early” elections were held on October 10, 2021.

    * Legislative recess
    On Thursday (8-12-2022), the House of Representatives began its legislative recess, which has passed 28 days so far. He will resume his sessions next Monday (the ninth of January).






    A number of parliament members reported that the first legislative term for the second year of the Iraqi parliament will begin next Monday, through discussion and approval of a number of laws.

    They said, "The legislative recess of the House of Representatives will end tomorrow, Sunday, but the first legislative term for the second legislative year will begin next Monday, January 9."

    * Budget 2023
    Member of the Parliamentary Legal Committee, Representative Omid Ahmed indicated that “the House of Representatives hopes that the government will send the budget law during the first days of the beginning of the second legislative term,” explaining that “the obstructed and important laws will be considered after passing the budget law within the House of Representatives.” .


    In addition, the economist, Nabil Al-Marsoumi, expected that the 2023 budget bill would not be sent to Parliament during the current month.

    Al-Marsoumi said in the Alsumaria News post, "It seems that the 2023 budget bill will not be sent to Parliament during the current month because of the disagreement on Kurdistan's share and because of its large operating expenses," noting, "But in Iraq , the second year ends and after that without a budget.”

    Prime Minister Muhammad Shia al-Sudani confirmed during a press conference held last Tuesday that the government did not rush to send the 2023 budget to the House of Representatives because the issue requires further scrutiny of the status of financial obligations, pointing out that the budget will include for the first time the government's vision and the ministerial platform. The

    assumptions on which the budget is based so far: -
    * The official exchange rate for the dollar = 1450 dinars.
    * The price of a barrel of exported crude oil = $65.
    * Oil exports with Kurdistan = 3.550 million barrels per day.
    * Public expenditures = 180 trillion dinars = 124 billion dollars, which is the largest in the history of Iraq.
    * The budget deficit = 40 trillion dinars, which is the largest in the history of budgets.

    Conclusions: -
    * Oil revenues = 122 trillion dinars.
    * Non-oil revenue = 18 trillion dinars.
    * Public revenue = 140 trillion dinars.
    - Covering the deficit will be from the financial surplus achieved in 2022.
    - Public expenditures for the 2023 budget exceed the 2021 budget and the actual spending for 2022 by about 50 trillion dinars, according to economists.

    Broken laws
    The legal committee in the Iraqi parliament revealed that there are 170 suspended laws from the previous parliamentary sessions, which are currently being discussed and attempted to be included in the agenda of parliament sessions for voting on them, amidst assurances that these laws are not passed without political consensus.

     
    The obstruction of laws in terms of approval or amendment is due to the absence of political consensus regarding many of them, such as budget laws, amending employee salaries, the oil and gas law, compulsory recruitment, information crimes, and others.
