Disagreements of the year 2022 shackle the parliament’s movement

Contrary to the urgent need to put the country's laws in the right direction, the extreme slow pace of the current parliamentary session dispels any optimism of public opinion regarding the many reform measures that must be followed.
In contrast to the government program, which appeared eager to put a mark on the ground, performance in Parliament falters and intersections appear on almost every detail, starting with the distribution of deputies to committees and chairing them, and ending with one of the most important tasks, which is voting on special grades and approving the federal budget, while deputies say that political differences The storm, which began with a sit-in at the Conference Palace, the seat of the House of Representatives and developed into armed confrontations at the gates of the Green Zone, impeded work and paralyzed movement, causing some bills to be postponed, while others came much later than expected.
Representative Raed Al-Maliki told Al-Sabah: Parliament “is not suspended, but legislation comes according to its importance, and therefore we notice a stagnation in the work of the parliament due to political differences over the distribution of committees and special grades between parties, in addition to not choosing the heads of the parliament’s committees, so the right step is now.” It is the selection of the heads of the committees, and thus the parliament will function normally.
Al-Maliki added that "every law that has a financial aspect or international obligations or is related to the government's program must come from the government itself," noting that Parliament "will refer any law from the government directly to the first and second reading and according to the legislative contexts. This might expose the current government to an appeal later, or even the government’s objection to it.”
He added that the House of Representatives "will demand the government in the coming period to formulate basic laws that satisfy the street, such as the laws of oil and gas, the federal service, the Federal Court, and the Reconstruction Council," noting that "there are demands and pressure on the government to send back the laws that it withdrew, which are almost nine laws."
He pointed out that "the parliament during its first year did not enact any law due to the problems during the first six months, while the following half year witnessed demonstrations and protests," noting that "the second year will be better than the previous one in the event that political stability is established, and we will demand the presidency of the parliament and the committees to expedite their work." And accomplish what is under her hand to make up for the past.”
Political analyst Jassem Al-Gharabi said: "There are internal intersections among the Kurdish and Sunni forces, and even the Shiite political scene also has flounderings, which has caused problems for the government."
Al-Gharabi explained, in an interview with "Al-Sabah" that "any decision crystallizes in the corridors of the blocs, then is studied and cooked in the Council of Ministers to go to Parliament," pointing out that "the budget may be voted on only because there is an interest in passing it."
