The Federal Court's decision not to send funds to the Kurdistan region did not succeed in pushing the two main Kurdish parties to converge in one trench, despite the fact that a political meeting was held between the two parties days after the court's decision.
On January 25, the Federal Supreme Court ruled that it was unconstitutional for the Federal Council of Ministers to send sums of money to finance the monthly salaries of employees and workers in the public sector in the Kurdistan region.
The delegations of the Patriotic Union of Kurdistan and the Democratic Party met on January 28 at the headquarters of the Political Bureau of the Patriotic Union in the city of Sulaymaniyah, and according to a statement issued by the meeting, the general conditions, internal and regional equations, and the views and observations of the two sides on various issues related to the previous agreement between them were presented.
Yesterday, Tuesday, Mahmoud Muhammad, a member of the administrative body of the political bureau of the Kurdistan Democratic Party, announced that his party will hold a meeting, the second of its kind, with the Patriotic Union of Kurdistan early next week.
The leader of the Kurdistan Democratic Party, Haitham al-Mayahi, described the Federal Court's decision as "unfair," revealing that two joint committees had emerged to work on elections and revenues in the region, and they began working immediately after the meeting ended.
Al-Mayahi told Al-Sabah: “The crisis has increased between Baghdad and Erbil, and this arouses the resentment of the Democratic Party and the Kurdish component, and we expected that the consensuses had reached the end in legislation and implementation.” He added, “We were surprised by the decision of the Federal Court, which we respect despite being unfair.”
He added, "A meeting was held between the two Kurdish parties, and its outcomes were positive, and the Kurdish component will go with one vote to Baghdad," stressing that "an entire component cannot be excluded from the political process, and there is a tendency to solve problems between the two Kurdish parties."
Al-Mayahi called on the Patriotic Union of Kurdistan to “consider the interest of the component more than looking at other interests.” And he indicated that “the meeting that took place between the two parties emerged from which two election and revenue committees emerged, and despite the different views on the Federal Court’s decision, it was agreed to resolve the crisis as quickly as possible.” He concluded by saying, "The two committees have begun their duties."
The position of the Patriotic Union of Kurdistan appears to be different from that of the Democrat, as the latter controls most of the joints of the regional government. According to the leader of the Patriotic Union, Mahmoud Khoshnaw, the agreement was made to “end the estrangement only,” stressing “non-interference in the affairs of the judiciary, regardless of the repercussions of its decisions.” .
Khoshnaw told Al-Sabah: “There is no rapprochement between the two parties, but rather an end to the estrangement, and the beginning of political dialogue to reach an understanding and return to previous agreements or reach a new agreement.” He added, “There are different points of view on the causes of the Federal Court’s decision, and we do not interfere in the affairs of The judiciary, even if it harms the region’s employees,” calling for “ending the money and energy files in a constitutional manner, not through a political agreement.”
And the leader in the National Union continued: “We want to treat these two files so as not to leave a financial or legal vacuum to file lawsuits in the future, and for the relationship between Baghdad and Erbil to be constitutional, and the approval of the oil and gas law will reflect positively on the general budget law, away from political rivalries, escalation and mutual accusations, and not to take pressure papers.” He concluded by saying: “This is a destination
view of the National Union.
For his part, the writer and journalist, Zirik Ahmed Rahman, revealed that there is a dispute over the region's imports between the two parties, calling for a solution to the problem by returning participation between them in the administration of the region, and resolving issues between Baghdad and Erbil with agreements he called "concrete."
Rahman told Al-Sabah: “The Federal Court’s decision is one of the axes in the meetings of the two parties, and they will be in one trench towards this decision.” In the region with the Iraqi forces ».
He added that “the Democratic Party, which controls the regional government, accuses the Sulaymaniyah administration of not returning internal imports to Erbil, which is the same dilemma between Erbil and Baghdad.” Democratic while the union was marginalized, and by resolving the outstanding issues between the region and the center through concrete agreements of application and not
ink on paper.”
