Parliament completes approving "workers' retirement" and promises "unprecedented" benefits
Baghdad / Firas Adnan
Today, Wednesday, the House of Representatives will complete voting on the Social Security and Workers’ Retirement Law, and a parliamentary committee confirms that the inclusion of self-employed people in the law will be optional, with the possibility of paying retirement stops to ensure the previous period.
According to a document issued by the House of Representatives, today's session will be devoted to completing the vote on the Social Security and Workers' Retirement Bill.
A member of the Labor and Social Affairs Committee, Amir Al-Mamouri, said, "The House of Representatives had voted on the first batch of articles of the Social Security and Workers' Retirement Law a few days ago."
Al-Mamouri continued, "The session was held at a timely manner late, and the articles of the law are many, amounting to 110 articles."
He pointed out that “every article in the law contains proposals for amendment, which gives parliamentarians the right to choose one of them.”
And Al-Mamouri said, "When the committee read the articles at the time to the deputies for the purpose of voting on them, the time was late and there was a quorum being broken, as a result of which the parliament presidency was forced to adjourn the session to another date."
Al-Mamouri explained, "The parliament at that time voted on thirty articles of the law, and it was agreed to postpone the rest of the articles until a later time."
He denied, "There is a disagreement over the articles, on the contrary, everyone agrees on the need to pass this law because of its importance."
Al-Mamouri believed that "the legislation of this law would provide service to many segments of society, achieve social justice and create job opportunities with a real guarantee for the worker in the private sector in all fields."
And he stressed, "Those covered by this law are not only workers in private institutions, but also taxi drivers and workers in local stores and others."
And Al-Mamouri continues, “This law is divided into two parts, the first is those who work in the private sector organized under the umbrella of the employer, such as companies and institutions, and the second includes workers who practice their work individually and they are self-employed (unorganized work), so they have the option to guarantee themselves.” .
And he stressed, "The self-employed, who work individually, have the right to resort to the guarantee department and choose one of the workers' salaries within a schedule from 350 thousand dinars to two million dinars, and pay a deduction of 5% until after that they obtain the pension."
Al-Mamouri goes on, "The state will pay the percentage of the private institution for the self-employed, and this is an advantage that did not exist in the past."
He stressed, "The state will also have a contribution to the deduction for organized work, but it is at a rate of 8%, and thus we guarantee that the deduction will reach 25% for organized work and 20% for the unorganized sector, just like employees."
And between Al-Mamouri, that “the contributions made by workers, whether in the organized or unorganized sector, will be counted for the purposes of bonuses, promotion and retirement.”
And he stressed, “All employers who have workers will be obligated to guarantee their workers as part of the organized sector, and as for the unorganized sector, resorting to the guarantee will be an option,” noting that “referring the worker to retirement is from the age of 50 years to 63 years according to the formula based on years of service.
And Al-Mamouri concluded, that “the law provides another advantage, which is that those who have previous work and it was not guaranteed can pay his retirement stops until that period is calculated for him and complete the rest of the service as if he had guaranteed himself from the first day of starting work.”
For his part, committee member Hussein Arab said, "Iraqis prefer the public sector, as it provides a legal umbrella for employees."
Arab added, "The law that Parliament intends to pass today will provide the same privileges as employee retirement."
He pointed out, "The articles include the upper and lower limits for retirement at the level of age and salary, and these issues will provide important privileges for the private sector."
Arab pointed out, "The adoption of this law will help provide the demands of graduates who were demonstrating for government appointment opportunities, as there will be an open door for them within the private sector."
He noted, "The House of Representatives is determined to pass this important law during today's session, as it provides social justice, which is what we seek."
Arab concluded, "The privileges of this law are many, including those related to women, such as determining a suitable age for them by referring them to retirement and granting them maternity and maternity leave."
