The dominance of influential people undermines the solutions to the housing crisis

Despite the spread of residential complexes and the launch of initiatives under the title of solving the housing crisis, the crisis is continuing to worsen in light of the dominance of influential people and money over the residential complexes belonging to investors who used the loans of banks affiliated with the Ministry of Finance to them personally.
The head of the “National Approach” bloc and member of the Parliamentary Integrity Committee, Ahmed Taha Al-Rubaie, stated in an interview with “Al-Sabah” that “the initiative to solve the housing crisis and the spread of residential complexes has departed from its true meaning, due to the dominance of those with influence and money over it in light of the rise in real estate prices.” He explained that “the prices of apartments in residential complexes range from 300 to 500 million dinars, with insurances amounting to 22 percent of the value of the total amount that is paid in the form of installments, which exceeds the ability of the average employee to pay installments amounting to 25 million dinars every 6 months.”
He pointed out that "the housing crisis is still worrying citizens, especially with talk about the initiative of the Central Bank and the Real Estate Bank, which destroyed the dreams of many citizens of obtaining housing that meets their ambitions in light of the rise in real estate prices. This initiative provided loans in small amounts, while it was supposed to be compatible with prices." “On the other hand, the Investment Authority must monitor the owners of residential complexes and their exaggerated prices that are not subject to control and cannot meet the payment requirements of those with limited income.”
Al-Rubaie called on the Investment Authority to “determine prices according to a feasibility study prepared in advance for these projects, and to focus by the federal government and in accordance with its government program on the issue of the housing initiative and finding alternatives according to subsidized government projects similar to the Bismaya project in terms of appropriate prices and an acceptable payment mechanism for all categories, especially owners.” Limited income from employees.
For his part, the head of the Osool Foundation for Economic Development and Sustainable Development, Engineer Khaled Al-Jabri, indicated in an interview with Al-Sabah that “the housing crisis in Iraq extends for more than forty-five years, due to neglect of the basic design and lack of discipline with the approved design law.” Resolution No. 156 of 1971, which was not properly complied with.”
He pointed out that “the mismanagement of the Supreme Design Committee’s foundation, which was laid in accordance with the provisions of Article 156, and which worked to change the type of land from green to residential without taking into account the aesthetic condition, led to a process of visual distortion, in addition to the failure to distribute the residential complexes on a regular basis, which led to chaos.” It resulted in massive traffic congestion and problems in the infrastructure in the absence of real oversight by the Baghdad Municipality, and the split of the street designated to serve 20 residential homes and now serves more than 40 due to the splitting process, which put pressure on the infrastructure, whether at the level of electricity or potable water. He noted, “Because the Municipality of Baghdad did not adhere to applying standards and did not have a horizontal line as in the rest of the countries of the world, it led to the distortion of buildings and the loss of their identity, in addition to the misconduct of the Real Estate Bank in granting loans to investors without controls governing the preservation of the city,” stressing that “the Municipality Baghdad submitted to the government a comprehensive development plan at the end of 2022 for the purpose of approving it for the purpose of converting it into a basic design. The biggest problem that cannot be overlooked is that this design was prepared in 2011, and during all those years there have been major changes that have occurred and it cannot be approved now after many years of Prepare it.”
Al-Jabri proposed to the government a set of solutions, including: “separating the authority of the Baghdad Municipality from the municipal authority, and forming a new municipality affiliated with the Council of Ministers whose goal is to rely on the inactive system of laws and prepare special instructions for the purpose of building a sustainable, green city inside Baghdad, and to address the major failures in which the Municipality occurred.” Baghdad for the past twenty years.
