Government Achievements in 2024: {New Cities} Innovative Solutions to the Housing Crisis

The housing crisis in the country and the efforts to solve it or develop innovative solutions to end it, constituted a vital strategic goal for the government of Mohammed Shia Al-Sudani, and like other problems and crises that have accumulated for decades; the current government did not put in place (tactical) or (immediate) solutions that are promoted during election seasons and end with their end, such as distributing (unserviced) plots of land whose fences are tossed by the winds, but Al-Sudani has put in place a plan for innovative solutions that contribute in the medium and long term to dismantling the crisis and then implementing decent housing alternatives for Iraqis, which are being accomplished through real estate developers with experience in establishing cities, and under conditions set by the state to be at reasonable prices, and some of which are in the form of (fully serviced) plots of land provided to people with limited income and the poor classes, and for this purpose the (New Cities Implementation Authority) was launched under the Ministry of Housing, Construction, Municipalities and Public Works, led by Minister Benkin Rikani with all dedication, determination and strength.
The New Cities Implementation Authority, which was established pursuant to the Prime Minister's Office letter dated December 26, 2022, was actually launched after this date, based on what Prime Minister Mohammed Shia Al-Sudani pledged to the Iraqi people regarding addressing and alleviating the housing problem, and in implementation of what was stated in the government's ministerial program, and for the purpose of achieving one of the strategic goals in the government program, and providing residential plots of land for citizens.
According to the plan, Prime Minister Mohammed Shia Al-Sudani announced in January 2023 the launch of work on the new Al-Jawahiri Residential City project in Abu Ghraib district, west of the capital, Baghdad, one of the five new city projects that were announced as part of the government's strategy to address the housing crisis and alleviate overcrowding in major city centers.
Al-Sudani said in a speech on the sidelines of the ceremony: The government has diagnosed, since the beginning of its duties, the defect in the housing crisis, and prepared well-thought-out plans to address it, which included building integrated residential cities, not complexes, and choosing sites for them on the outskirts of Baghdad and the governorates, away from overcrowded areas.
He explained that the government announced 5 residential cities as a first phase, to be built in the capital Baghdad, Babylon, Karbala, Nineveh and Anbar, and later 10 new residential cities will be announced in other governorates, stressing that there will be a commitment to the prices of housing units to remain fixed. Al-Sudani also indicated that the new Al-Jawahiri City project will include, for the first time, 25 percent of the serviced lands that the government will distribute among citizens according to mechanisms that will be adopted.
The total area of the new Al-Jawahiri City project is 7,121 dunums, and includes 30,000 diverse housing units, 10,000 serviced residential plots, universities and commercial centers, and about 70 schools. It will have all other service facilities and urban activity centers, within the framework of designing a smart city that takes into account environmental and modernity standards and provides services through electronic systems.
Al-Sudani later sponsored the signing of the contract for the largest residential city in Iraq, "Ali Al-Wardi" city, located in the city of Nahrawan, east of the capital, Baghdad. The signing took place on the Iraqi side between Benkin Rikani, Minister of Construction, Housing, Municipalities and Public Works, and Naguib Sawiris, Chairman of the Board of Directors of ORA Real Estate Development Company. The new city project, which bears the name of the late Iraqi sociologist and thinker Dr. Ali Al-Wardi, extends over an area of 24,517 dunums and includes approximately 120,000 housing units. The new city will be sustainable and environmentally friendly and will include university buildings, medical and commercial complexes, as well as sports and entertainment facilities. The project is the largest of the five new residential city projects in its first phase, which the government program has given priority for implementation.
The Prime Minister stressed that the investment environment in Iraq has become effectively prepared and attractive, and that the government's housing crisis solution strategy includes preparing residential cities with infrastructure, and providing thousands of different housing units, to suit various categories of citizens, and works to reduce population pressure on the city of Baghdad.
In turn, the Minister of Construction and Housing, Benkin Rikani, revealed earlier that the designs of more than 20 new residential cities had been completed, and that Baghdad Governorate alone would witness the construction of 3
new cities.
Rikani stressed that "the country has witnessed a dispersion in the policies followed in the housing sector, with an accumulated population deficit in the country, and the current population balance has been exposed to a kind of deterioration due to the infrastructure," indicating that "the population has doubled from 2003 until today, and the number of residents in urban areas exceeded the number of rural residents by 70 percent, which led to pressure on cities and the emergence of slums, which is an uncivilized phenomenon."
The Minister of Construction and Housing, Benkin Rikani, said: "The draft law to address slums will greatly alleviate the problem of slums if it is approved by the House of Representatives," noting that "what has been built since 2003 until now with government funding does not exceed 7,000 housing units." He continued: "We started with the new cities policy, and completed the designs and all the requirements for more than 20 sites that will be chosen
as new cities."
